The Regular Meeting of the City Council of the City of Edgewater, Florida
was called to order by Mayor A. Hussey, February 19th, 1962 at 7:30 P.M.

The minutes of the Regular Meeting held February 5th were presented
to each Councilman for his approval. l>10tion duly made by Councilman Seng
these minutes stand approved as submitted, seconded by Councilman Kennedy
and by vote CARRIED.

COMMUNICATIONS
A letter from the Florida Shores Property Owner's Assn. was read suggesting
that the City Council of Edgewater request Florida Power & Light Co. to
make a survey of the present as well as future lighting needs of the
Florida Shores area so that anything done now will conform to a well
thought out and well engineered overall plan.
A letter was read from John Grafton explaining the insurance on the
proposed blinker lights at the Florida Shores Crossing and the insurance
on the auxiliary police, and bonds for City Employees.
A letter was read from John W. Carter asking permission to use the City
equipment for work on our ball field as there are many things to be done
or it this year.
Motion duly made by Councilman Kennedy that John itl. Carter be given permission
to use City equipment for ball park, seconded by Councilman Seng, and by vote
CARRIED.

OFFICERS REPORT
The Clerk read the Budget Report for the month of January and also
the Clerk's Cash Statement for the month of January, 1962.

ORDINANCES
AN ORDINANCE AMENDING ORDINANCE NO. 296 BY CHAIDING THE CLASSIFICATION
OF BUILDING INSPECTOR TO THAT OF BUILDING OFFICIAL OF THE CITY OF
EOOEWATER, FLORIDA.
The above ordinance was read in fuJ 1 by Attorney Warren and motion
duly made by Councilman Kennedy this ordinance be adopted, seconded
by Councilman Seng and passed by vote of the City Council of the City
of Edgewater, Florida at the regular meeting of the said Council held
on February 19, 1962. Roll call vote being as follows:-

Upon motion duly made by Councilman Kennedy seconded by Councilman
Palmateer and CARRIED, the requiremement of reading said ordinance
upon second reading was waived and the ordinance was ordered put
upon final passage.
Passed by vote of the City Councillof the City of Edgewater, Florida,
at the regular meeting of said Council on the 19th day of February
A.D., 1962, and approved as provided by law, the vote of said council

OLD BUSINESS
Councilman Kennedy stated that it was necessary to appoint someone
to head the Civil Defense in Edgewater..Mayor Hussey had suggested
that J.L. Cox be made the Head of this Department at the last meeting
but Mr. Cox was not present. Mr. Cox stated at this meeting that
he would accept.
Motion duly made by Councilman Kennedy that Mr. J .L. Cox be made
the Head of the Civil Defense, seconded by Councilman Palmateer
and by vote CARRIED. Roll call vote being as follows:-

NEW BUSINESS
The City Clerk read a contract from Jones Chemical, Inc. for the purchase of
Liquid Chlorine for one year as required by the City of Edgewater in lots
of at least (3) cylinders per delivery in the amount of 12 3/4i per pound.
Motion duly made by Councilman Seng that Mayor Hussey sign this order for
Chlorine from Jones Chemical, Inc., seconded by Councilman Kennedy, and
by vote CARRIED.
Councilman Kennedy brought up the matter of the lights in Florida Shores
and Ocean Avenue Railroad crossings. The Railroad Officials are going
to make a complete investigation to see if we should get lights or flashing
signals. I would just like to state that the Council has not forgotten about
it.
Mayor Hussey stated that the Railroad Officials asked for an extension
until the next meeting and would have further information at the next
meeting on what should be done. . I think that the Florida East Coast is
willing to go halfway on it. That is not official yet. They led me to
believe that this morning. vlhat the whole cost will be is not known.
If they go ahead and putthe lights there, the City will have to pay
for signals and installation. That is all the information I can give
you at this time.
Attorney Warren was asked to check with the City Insurance Agent to see
what the cost would be for insurance for Auxiliary Policerren. Under the
present conditions the Auxiliary Police appointed by the Mayor are not
covered by the insurance. Councilman Siller warned that the City will
be liable for injuries in any accident involving the Auxiliary Police
and suggested that care be taken in what they will do and where they
will be stationed.
Mr. Blauvelt wanted to know what plans were made for crossings on Indian
River Boulevard in Florida Shores.
The Mayor stated that the County Conunissioner will only be able to mix.
the materials for the roads in March and April and as soon asthat
time comes the crossings will be put in. The Mayor stated that this
has not been forgotten, I asure you.
1-1:r. Cox: asked if the equipment used by Mr. John Carter for the City
Qall park would be under his jurisdiction or under Mr. Carter's jurisdiction.
Hayor Hussey said that it will be between you and Mr. Carter to decide.
Mr. Lenz stated a year ago there was quite a contraversy about the
school situation. Since Nov. 3 nothing has been said. According to
the paper dated February 13 the school was to be built on Venezia Site.
Councilman Kennedy said it would not be built there at the time he was
running for office. Councilman Kennedy denied this statement by Mr. Lenz
and said he could check the minutes of the meeting to prove it. J.1r. Lenz
said it wasn't at a regular meeting, but at a question and answer period.
Mayor Hussey stated that last Thursday he went to DeLand. He went to
Mr. Smiley's office and asked if he could give him any information on a
school for Edgewater. I said that everybo(}-r is asking questions and every-
body has the opinion it should be here in Edgewater. It seems to me
Edgewater has been forgotten. There are quite a few children in Edgewater.
We realize that there is no possibility of getting a high school in
Edgewater. Mr. Smiley said that he was going to Tallahassee to see the
State Engineers and make arrangements for where schools were going to be.
He said it was not up to him. He can make suggestions and can make
proposals but it is up to the Engineers where the school would be located.
He said that he could asure us that when the budget is made up for schools,
Edge\'later will get consideration.. He said he would contact me in the
near future.
Mr. Blauvelt asked if the local organizations such as the Chamber of Commerce
and Civic Associations would write a letter to the Governor if that would
put any emphasis on it. The Mayor said it certainly wouldn't do any harm.
