The Regular Meeting of the City Council of the City of Edgewater, Florida
was called to order by Mayor A. Hussey, February 5th, 1962 at 7:30 P.M.

The minutes of the Regular Meeting held January 15th, 1962 were presented
to each Councilman for his approval. Motion duly made by Councilman
Seng these minutes stand approved with exception, deleting councilman before
the name of Armstrong on Page 2, seconded by Councilman Kennedy and by
vote CARRIED.

AUDIT REPORT
lhe Supplement Police Audit Report was read by Mr. Batten, Certified Public
Accountant. Mr. Genter answered the questions. .
Councilman Kennedy asked Mr. Genter when the last audit was taken and wanted
to know why the tickets weren't noticed as being missing when the previous
audits were made. The auditors reconunended many times that a different
Police Docket be used. They said they could not write in everything that
should be changed but they can make reconunendations to the Council. The
Chief of Police usually has t~le authority to void the tickets. We tried
to get the triplicate copies but we could not find them. Norman claimed
his records were stolen from his office. Vie do not know if they are properly
voided or not. Acting Police Chief Deibler stated that his books were
turned over to Police Chief Norman.
Motion duly made by Couricilman Kermedy this Audit Report be accepted,
seconded by Councilman Seng and by vote CARRIED.

COMMUNICATIONS
A letter was read from the Edgewater Civic Association thanking the Council
for going ahead with railroad crossing sign.
The letter from Fire Chief Garlick was read asking for 100 ft. l~ inch hose
to replace old hose, and 9 foot aluminum ladder.
OFFICERS REPORTS
Building Inspectors report was read for the month of January, 1962.
The Police Department report for December 19, 1961 through January, 1962
was read.

ORDINANCES
ORDINANCE NO. 303 ACCEPl'ING BIDS FOR STOP SIGNS AND POSTS FOR THE CITY OF
ELGEWATER, FLORIDA, AND REJECTING AIJ., OTHER BIDS.
The above ordinance was read in full by Attorney Warren and motion duly made
by Councilman Seng this ordinance be adopted seconded by Councilman Kennedy
and passed by vote of the City Council of the City of Edgewater, Florida at
the regular meeting of the said Council held on February 5, 1962. Roll call
vote being as follows:

Upon motion duly made by Councilman Palmateer seconded by Councilman Kennedy
and carried, the requirement of reading said ordinance upon second reading
was waived and the ordinance was ordered put upon final passage.
Passed by vote of the City Council of the City of Edgewater, Florida, at the
regular meeting of said Council on the 5th day of February A.D., 1962, and
approved as provided by law, the vote of said council being as follows:

OLD BUSINESS
Mayor Hussey stated he tried to have Mr. Saxon, County Connnissioner , come
to this meeting but was unable to, so I did make arrangements for the Council
and nwself to meet with Mr. Saxon Wednesday morning and a report will be made
at the next meeting.
NEW BUSINESS
Councilman Siller stated that since Police Chief Norman was suspended and
we are having an investigation concerning the missing tickets and as there
is more than one man involved, I move that Acting,:Police Chief Deibler be
suspended until the investigation is completed. Councilman Kennedy had a
question on this he wanted to ask the Attorney, as he stated our attorney
is also Assistant State Attorney. Councilman Siller stated there was a
motion before us waiting for a second before any question. Motion died
because of lack of second. Councilman Kennedyahad no question for the
attorney after the motion died.
Mr. Adolph LaBonde explained the examination given by the University of
Florida requiring all General Contractors, Master Plumbers, and Master
Electricians to take this examination. Mr. LaBonde felt an ordinance
should be drawn up for this matter.
Motion duly made by Councilman Seng that the attorney be instructed to draw
,up an ordinance covering the examinations given by the University of
Florida, seconded by Councilman Kennedy.
Motion duly made by Councilman Kennedy that flashes be put in at Florida
Shores and Ocean Avenue. Councilman Palmateer asked the City Attorney who
would be liable, the city or the Railroad, if there was an accident. The
Attorney stated that it would depend on the circumstances. It would be
necessary for the city to keep the flashes working correctly at all times.
I think we shoulcl look into it. Mayor Hussey stated last week there was
a Railroad Official who came to his office. The Mayor found out it would
cost $12,000 for these flashes. The Mayor stated that he did not think we
have that kind of money. He felt the railroad should pay part of it.
Mr. Nat Brown stated that nothing would be done by the railroad. The city
would have to pay it. He said he learned this from past expefience with
the railroad.
Mr. Reeves Smith said that if you complain to the railroad- on the speed of
the trElins, they will cut it down. This is one of the only cities that
has not complained. The Railroad should either put up gates at the crossing
or uut the speed of the trains.

Councilman KGmiCCy moved that the motion be tabled until we find out about
it. Councilman Siller stated that the motion could not be tabled, it required
a second. Councilman .Kennedy rescinded the motion until they talk it over
with the Railroad.
The matter of naming a Civil Defense Chief came up. Fire Chief Garlick was
suggested to head it but he felt that the Civil Defense Truck had been used
by the Street Department more than by the Fire Department and did not feel
it was his responsibility.
Councilman Siller moved this be tabled till the next meeting, said motion
being seconded by Councilman Kennedy, and CARRIED.
Motion duly made by Councilman Kennedy that, with the advise of Fire Chief
Garlick, that two fire extinguishers be purchased, one for each Police Car,
seconded by Councilman Siller, and CARRIED.
Councilman Siller said that in an emergency the Mayor can appoint auxiliary
police as is necessary for the occasion. I don't see why we would need
another police officer.

Mr. Beach commended the Park and Pier Committee for the good work they did on
the park. He stated that 88 teams were playing onthe 8 courts today. He also
asked if the same committee could take on the other park and do the same. They
did such a wonderful job on this one.
There being no further business Councilman Palmateer moved we do now adjourn,
seconded by Councilman Seng and by vote 6arried.
