ZONING/PLANNING BOARDS PUBLIC HEARING
February 25, 1981
CALL TO ORDER
James Mackie, Chairman of the Zoning Board, called the Bublic
Hearing to order at 7:00 P.M. in the Shuffleboard Hall.

City Clerk Nancy F. Blazi was also present.
The public hearing was called for the purpose of discussing
Ordinance 81-0-4 which provides for a joint Zoning and Planning
Board as a local planning agency.
Mr. Macino stated the Planning and Zoning Boards had discussed
this subject at a previous meeting and all those present were
in favor of not joining the boards at this time. He said the
most important reason is the fact that it is not a requirement
of the State Planning Act, it is only to be consistent with it.
He further stated that at a later date when the Comprehensive
Plan has been implemented would be a better time, but now would
only create chaos with the zoning Board not knowing anything
about the Plan and the Planning Board knowing very little about
zoning. He stated the Council would be sorry if the boards were
combined because of the time involved in having the meetings and
trying to reach an agreement on the issues. Since members are
voluntary they would object to lengthy meetings, which would no
doubt be necessary.
Mr. Mackie said he agreed with Mr. Macino that the boards be
kept separate, however have joint meetings to work on the
Comprehensive Plan and the 880 Ordinance.
Mr. Troian also concurred, stating he could not find a "plus" for
combining the boards.
The City Clerk said that one "plus" would be it would cut down
on the number of meetings required per month.
Mr. Phinney said he was not against combining the boards, as long
as they appointed experienced people to serve on the boards.
Mr. Wallace suggested the Planning Board be sent site plans before
the zoning Board received them so they could make sure they fit
in with the Comprehensive Plan and eliminate any waste of time on
the Zoning Board's part.
There was a discussion regarding the meeting nights and the suggestion
the Planning Board be submitted site plans before the Zoning Board.
This would require the Boards to switch their meeting nights.

It was recommended if the Council decides to go ahead and combine
the Boards, that they select four members from the Zoning Board
and four members from the Planning Board, along with one outside
member, in order to create an experienced Board.
~trs. Webber made a motion to send a joint letter from both Boards
to the Council stating their recommendation that the Boards not
be combined at this time. Mrs. Perozziello seconded the motion.
Upon roll call the motion CARRIED unanimously.
ADJOURN
Mr. Wheeler made a motion to adjourn the meeting and Mr. Troian
seconded the motion.
The meeting was adjourned.
