07-29-1981 Workshop .....' y' (.J o CITY OF EDGEWATER ZONING AND PLANNING BOARD WORKSHOP July 29, 1981 CALL TO ORDER Chairman Earl Wallace called the workshop meeting of the Zoning and Planning Board of the City of Edgewater, Florida to order at 7:00 P.M. in the Conference Room. BUSINESS DISCUSSED Zoning Ordinance Revision: Permitted Uses and Occupational Licenses The Board discussed the various permitted uses in the zoning districts in conjunction with the occupational licenses issued for these areas. It was suggested that home occupational licenses should be made a special exception to come before the Board of Adjustments for criteria review before being approved by the City Council. It was the consensus of the Board that home occupational licenses should require an inspection by the building official prior to issuance, should be incidential to residential use and not hazardous to the community, and state penalties for deviation, i.e. going before the Code Enforcement Board. Earl Wallace and Patti McCann were appointed a committee to review the permitted uses and occupational licenses to bring them into alignment and report back to the Board for the update of the zoning ordinance. Condominiums The definition of "subdivisions" was discussed at length and the requirements for open space and recreational areas as stipulated in the Comprehensive Plan. It was suggested that the percentage of open green space required should be based on the size of the property involved. Dan Nolan was appointed to research the open space requirement with the neigboring cities and report back to the Board with his recommendation. He will also contact Briley, Wild and Associates for their input. It was the consensus of the Board the open green space requirement should be included in the Subdivision ordinance by the deletion of "Where a proposed school site, park, playground or other public area shown on the adopted comprehensive plan is located in whole or part within the proposed subdivison, such sites shall be indicated in the preliminary plat." from Article IX (11), page 1733 of the Code of Ordinances. ~ .~ o o The City Attorney suggested that the Zoning and Planning Board review deed restrictions for condominium and cooperative conversions. The Board agreed this would be of benefit. Board of Adjustments Ordinance The City Attorney reported on the review of the new ordinance by the Board of Adjustments which brings the Board into compliance with the existing law. Landscaping The enforcement of landscaping buffer area requirements was discussed and it was stated this area should be compatible with the surrounding area and be defined in the ordinance. It was the consensus of the Board that a tree ordinance was needed to prohibit cutting down trees without a permit. It was further discussed this should include evergreens 6" and over. Rodent Control The need for rodent control to the present litter control (81-0-17) ordinance was discussed. The following suggestions were agreed on by the Board: Section 717.03 add "as to create a fire hazard or breeding grounds for rodents". Section 717.04 be changed to read "Affivdavits alleging violation of this section shall be filed with the building official. Thereupon within two (2) working days the building oIficial, maintenance supervisor, or fire inspector shall inspect the premises to determine if a violation of this section exists. If he believes that this Ordinance is being violated, the building official shall inform the property owner in writing and give the alleged violator a reasonable period of time not to exceed seven (7) days to correct the violation. If the violation is not corrected after the expiration of that time, the City shall correct the existing problem and bill the property owner." Map Changes Mr. Wallace reported on the update of the City maps being prepared. From the original map various overlays can be prepared for sewer, water, zoning, etc. The change in uses in the surrounding areas was discussed and the need to acquire information from the County as to what they are doing in land adjacent to our boundaries. Annexation and the impact of County developments was further discussed. It was suggested a package be put together to send to the adjacent property owners indicating Edgewater's growth patterns. It was felt that maps of the surrounding areas should be obtained. ADJOURN Mr. Nolan made a motion to adjourn the meeting, which was seconded by Mr. Kroman. The meeting was adjourned.
