ZONING & PLANNING COMMISSIONS WORKSHOP

Minutes
Mr. Nolan called the meeting to order at 7:00 PM in the conference area of
the Community Center.
ROLL CALL
Planning Commission Members Present: Mr. Nolan, Mr. Bennington, Mr. Towers,
Mr. Yackel. Excused: Mr. Hetu. Absent: Mr. MoIster. Zoning Commission
Members Present: Mr. Vanzin, Mr. Landry, Mrs. Griffith, Mr. Slaney, Mr. Petty.
Excused: Mr. Gaffney. Also present: Mr. Mitchell, Mrs. Winks
DISCUSSION OF ZONING APPENDIX CHANGES
Mr. Nolan explained the reason for the review of the Zoning Appendix stating
that certain terminology is confusing and sections of the Code are outdated.
Each definition was read by Mrs. Winks and comments from members were asked
for. The following is a summary of the definitions covered.
Accessory building or structure: OK as is.
Accessory use: OK as is.
Accommodations: M1Y hotel, motel tourist court, rooming house or rental unit
intended to be used for transient persons or tourists for lodging.
ADD: Abutting Property Owners: Property owners with land contiguous to
the property in question, not crossing streets.
Alley: OK as is.
Altered: OK as is.
Apartment: A dwelling unit in a duplex or multiple family dwelling.
Apartment-garage: An attached or detached, accessory building with ground
floor storage for automobiles and with single family living quarters on the
second floor which shall not exceed two stories in height.
Apartment-garden: OK as is.
ADD: Applicant: Any person who submits plans to erect commercial, residen-
tial or industrial buildings which are governed by this code.
Area of building: OK as is.
Automobile sales area: OK as is.
Automobile wrecking: OK as is.
Bar: Add to last sentence - "lounge".
Beginning of construction: OK as is.
Block: A tract of land existing within well-defined and fixed boundaries,
usually being a group of lots surrounded by streets or other physical
barriers.
Board of Adjustment: The Board of Adjustment shall hear and act upon appeals
of errors by the building official, variances from requirements of the Zoning
Ordinance, requests for the interpretation of zoning ordinance or map, and
special exceptions (See Article IX).
Boat liveries: OK as is.
Boathouse, private: OK as 1S.

Buffer: A high screen that is kept in a neat and presentable condition at
all times and consists of either a decorative wooden fence, a decorative
concrete block wall or plant-material of sufficient opacity and density to
prevent visual penetration.
Building: Any structure designed or built for the support, enclosure,
shelter or protection of persons, animals, chattels or movable property
of any kind, and includes any and all structures.

Building, front of: The side of a building or structure where the main
entrance is located.
Building height: The vertical distance from the average finish grade elevation
at the building line to the highest point of the roof.
Building line: Any side of the perimeter of the foundation of the structure.

Bulkhead line: OK as is.
Cafeteria: OK as is.
Car wash: A building or portion thereof containing apparatus and facilities
for washing automobiles.
Carport: A roofed area open on one or more sides and is attached to or is
within three feet of the principal building and designed or intended for
storage of one or more motor vehicles, trailers, boats or other movable
property.

Cluster housing development: A development involving two or more detached
dwellings to be constructed on a tract of land on which all land areas not
occupied by dwelling units shall be designated as common open space.

Condominium: A customarily individually owned dwelling unit constructed as
part of two or more dwelling units which are attached by a common wall.
Corner lot: OK as is.

ADD: Comprehensive plan: The official guide for the physical, social,
economic growth of the City of Edgewater or its constituent parts, properly
enacted by the city council.
ADD: Construction plan: The maps or drawings accompanying a site plan showing
the specific location and design of improvements to be installed as a condition
of the approval of the plat.

There was a discussion on when the future joint meetings could be held.
It was decided that the Workshop will be held on the second Monday and
third Wednesday of each month. The next meeting is scheduled for August 9,
1982 at 7:00 PM in the Community Center.
The meeting was adjourned at 8:45 PM.
