09-22-1983 Special o o CITY OF EDGEWATER Board of Adjustment Special Meeting September 22, 1983 Minutes Mrs. Martin, Board Chairman, called the special meeting to order at 7 p.m. in City Hall. ROLL CALL Members present: Mrs. Murphy, Mrs. Martin, Messrs. Garthwaite, Wetzel and Newell. Excused: Mr. Roush. Also present: Mrs. Taylor, Secretary. PUBLIC HEARING Jerry Winchell - Request for a special exception to construct a duplex in a B-3 zone in compliance with the dimensional requirements of the R-4 multi- family district, behind the Farrell Motel on' Edgewater Drive. The members had received a letter from the Planning Commission stating that in their opinion this application meets all the requirements of the B-3 Zoning and is in compliance with the Comprehensive Plan. The secretary verified that the application for the special exception was advertised, the property was posted and abutting property owners were notified as required by law. Mr. Winchell explained that the two units would be approximately 2400 square feet. Mr. Earl Wallace spoke on behalf of Mr. Winchell. He presented plans to the members showing the type of construction and the fire wall separating the two units. He explained that the duplexes would be occupied by Mr. Winchell and his family. The right of way in that area is a 30 ft. easement which dead ends. It is his opinion that this is a good buffer between the' highway business and residential, and they have met all the R-4 requirements. They plan to utilize the natural terrain. He distributed copies of the site plan. There is a swale at the back of the property and a natural tree buffer. There is a cluster of pines in the front which they plan to save, working the drive and parking arount it. A neighbor, present in the audience, said that she lived in back of the motel, and felt it would be an improvement to the area. Mr. Garthwaite stated that he has always been opposed to multi-family in a B-3 zone, but after looking at the lay-out of this property, and the fact that there are residential homes on the east side of the dividing line, he felt it would make a buffer between the B-3 and residential. Mr. Garthwaite made a motion that the special exception be granted. Mr. Wetzel seconded the motion, which CARRIED 5-0. The meeting was adjourned at 7:25 p.m. Minutes submitted bv ~oan T~vlnr
