CITY OF EDGEWATER ZONING BOARD
RECORD OF PUBLIC HEARING
FEBRUARY 4th 196;
Public hearing was held in City Hall at 8 p.m. on
the petition of I.H,Tarnopol 1;2; Riverside Dr Edgewater for a ,_
zoning variance to his property. Public present twelve persons.
Zoning board members present,Chairman Kenneth May,
members! Olin Matthews!Joseph Emry,D.E.Settle, Jacob LodiCO,
Arthur ~hafer,William ~mith Jr Cliff Mosher. Absent on account
of illness, Secretary Vivian Oyler. ( Bldg.Inspector LaBonde present)
1. Chairman May opened the hearing as follows:
Letters read :
From Mr.Tarnopol to City of Edgewater,which
requested a variance in the zoning law to his property at 1;25
S.Riverside Dr,for the purpose of building a convalescent home
on said property. Pictures and a plat of the property attached.
From Mrs.Elmo Carden 117 Hardin Place,Edgewater,
a letter which stated she favored the nursing home as proposed.
From Mrs.Mary Owens,129 Rhode Island Ave, a
letter which stated she favored the variance.
Proof of publication of hearing was shown.
2.
Chairman May invited the public present,to express,any
opinions or obJections relatiwe tb the requested variance.
Mr.& Mrs.Charles meter who live within 300 ft of the
Tarnopol property stated that they objected to.. the variance,
and wished Riverside Drive be kept residential.
Mr.Frank Leu and Mrs'.Elizebeth Draper stated' they
desired the variance me granted. Both liVJe within the 300 ft.
Results within legal bounded area :
Objection -1 Favorable -2
3. During the discussion by the board it was motioned by
Mosher and seconded by Emry and unaminously carried · Persons
who cannot be present at Zoning Board Public; Hearings,and who
are directly concerned with the subject of the hearing, and wisb
consideration,must submit, their view.s 1n writing to the board
prior to the hearing.-

Mr. Tarnopol was asked to give his opinion as to the
time he would need to show progress on the project involved.
He agreed that twelve months was a reasonable time to show such
progress.
Chairman May called for a motion on the request for
the variance.
A motion was made by Emry,seconded by Shafer as
follows:
· It is recommended to the City Council of Edgewater,
that the variance as requested by Mr.Tarnopol,be granted as a
nursing or convalescent home, and at any time it ceases to be
the abo~e,the property shall revert back to residential. It
is further provided that if no intent is taken in the purpose of
this variance,it shall become void after twelwe months: from
date of approval-.

Mr. Tarnopol thanked the Board for their deliberations:,
the public present for their interest and wished to assure
everyone that he would build a home that would be a credit
and fine asset for Edgewater. -
