MINUTES OF A PUBLIC HEARING
HELD BY THE CITY OF EDGEWATER
ZONING BOARD ON SEPTEMBER 24, 1968
Mr. David L. Wiggins, Sr., Chairman of the Zoning Board called
the Public Hearing to order at 7:30 P.M. in the office of the
Mayor.

Mr. Wiggins proceeded to read the petition of Mrs. Maybelle C.
Lohman and the description of the property under petition.
The applicable sections of the City Ordinances were read.
The Chair ten called upon the qualified freeholders, noting the
absentees. Those present were heard. Two letters received that
were relative to the variance were read.
One of the qualified freeholders was concerned with the possibil-
ity of excessive and hazardous traffic created by deliveries to
the proposed shopping center. The Board informed the freeholder
that this type of problem did not come under the jurisdiction of
the Zoning Board. However, the freeholder was assured that the -.--
City would control this situation if it exists.
Mr. W. R. Wolfinbarger, representing the Winn-Dixie Corporation,
presented a detailed architectural mar of the proposed shopoing
center. It was examined by those present, and Mr. Wolfinbarger
assured everyone that W;nn-Dix;e Corporation would be extremely
cooperative concerning traffic egress and ingress.
When questioned by the Board as to the time construction would
be started, Mr. Wolfinbarger stated that Winn-Dixie did not care
to have their money remain idle. He assured that construction
would be started within ninety (90) days of the time the variance
is granted.
Mr. Wolfinbarger also gave a ratio of 4.2 to 1.0 for the parking
area. He said that it takes an amazing amount of square footage
to maneuver and park one car. The plans call for 186 parking
places.

Twenty-Five qualified freeholders were notified by certified
mail of the petition under discussion. One dissenting vote
was cast.
The Public Hearing was adjourned and the Zoning Board went
into caucus.
After a brief discussion, the opinion of the Board in its
entirity was that the proposed shopping center would be ex-
tremely beneficial to the City of Edgewater and the surroun-
ding area.
The Zoning Board voted unanimously to profer to the City
Council a recommendation to grant the petition for variance
to Mrs. Maybelle C. Lohman, with a clause that the property
in question revert to the present zoning status if construc-
tion is not started within twelve months of the time the
variance is granted by the City Council.
