CALL TO ORDER, ROLL CALL, PLEDGE OF ALLEGIANCE AND INVOCATION Mayor Depew called the meeting to order at 6pm. Present: 5 - Mayor Diezel DePew, Councilwoman Charlotte Gillis, Councilwoman Gigi Bennington, Councilwoman Debbie Dolbow, and Councilman Jonah Powers Also Present: 2 - City Manager Glenn Irby, and City Clerk Bonnie Zlotnik 2. APPROVAL OF MINUTES None at this time. 3. PRESENTATIONS/PROCLAMATIONS/PLAQUES/CERTIFICATES/DONATIONS None at this time. 4. CITIZEN COMMENTS None at this time. 5. APPROVAL OR CHANGES/MODIFICATIONS TO THE AGENDA None at this time. 6. CITY COUNCIL REPORTS Councilwoman Gillis had nothing at this time. Councilwoman Bennington had nothing at this time. Councilwoman Dolbow reported that she had attended the Coastal Clean up, the fishing tournament, the Animal Shelter pack walk and the American Legion Post 4285 Dog Days of Summer event. She stated that she is looking forward to the upcoming Volusia League of Cities dinner that Edgewater is hosting. Councilman Powers had nothing at this time. Mayor Depew had nothing at this time. 7. CONSENT AGENDA A motion was made by Councilman Powers, second by Councilwoman Bennington, to City of Edgewater Page 1 Printed on 10/4/2024 City Council Meeting Minutes September 25, 2023 approve the Consent Agenda as published. The MOTION was APPROVED by the following vote: Yes: 5 - Mayor DePew, Councilwoman Gillis, Councilwoman Bennington, Councilwoman Dolbow and Councilman Powers a. Lines of Coverage Insurance for FY 2024 b. Waiver of liability agreement between the City of Edgewater and City of Port Orange to utilize the Port Orange Fire Rescue training facility. 8. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS a. Resolution 2023-R-20 Final Edgewater Operating Millage Rate for Fiscal Year 2023-2024 City Clerk Zlotnik read the Resolution into the record. Bridgette Vaissiere, Finance Director, provided a staff report and recommendation. Mayor Depew opened the public hearing. Councilman Powers emphasized that last year's millage rate was 6.33 and it is staying the same this year; if residents are experiencing an increase, it is because of property values going up. Mayor Depew closed the public hearing. A motion was made by Councilman Powers, second by Councilwoman Dolbow, to approve Resolution No. 2023-R-20 the Final Edgewater Operating Millage Rate of $6.33 for Fiscal Year 2023-2024. The MOTION was APPROVED by the following vote: Yes: 4 - Councilwoman Gillis, Councilwoman Bennington, Councilwoman Dolbow and Councilman Powers No: 1 - Mayor DePew b. Resolution 2023-R-21 Final Edgewater 1 & S 2005 Voted Debt Service Millage Rate for the Animal Shelter for Fiscal Year 2023-2024 City Clerk Zlotnik read the Resolution into the record. A motion was made by Councilman Powers, second by Councilwoman Dolbow, to approve Resolution No. 2023-R-21 the Final Edgewater I & S 2005 Voted Debt Service Millage Rate of $0.0238 for the Animal Shelter for Fiscal Year 2023-2024. Resolution 2023-R-22 Final Edgewater I & S 2016 Voted Debt Service Millage Rate for the GO for Parks for Fiscal Year 2023-2024 City Clerk Zlotnik read the Resolution into the record. Bridgette haissiere, Finance Director, provided a staff report and recommendation. Mayor Depew opened and closed the public hearing. A motion was made by Councilwoman Dolbow, second by Councilman Powers, to approve Resolution No. 2023-R-22 the Final Edgewater I & S 2016 Voted Debt Service Millage Rate of $0.1454 for the GO for Parks for Fiscal Year 2023-2024. The MOTION was APPROVED by the following vote: Yes: 5 - Mayor DePew, Councilwoman Gillis, Councilwoman Bennington, Councilwoman Dolbow and Councilman Powers d. Resolution 2023-R-23 Final Budget providing for appropriations for Fiscal Year 2023-2024 City Clerk Zlotnik read the Resolution into the record. Bridgette TVaissiere, Finance Director, provided a staff report and recommendation. Mayor Depew opened the public hearing. Councilman Powers asked if the CRA budget would be updated and amended as it had already been published on the October 2nd agenda; Ms. Vaissiere informed him that it would. Mayor Depew closed the public hearing. A motion was made by Councilman Powers, second by Councilwoman Dolbow, to approve Resolution No. 2023-R-23 the Final Budget for Fiscal Year 2023-2024. The MOTION was APPROVED by the following vote: Yes: 5 - Mayor DePew, Councilwoman Gillis, Councilwoman Bennington, Councilwoman Dolbow and Councilman Powers e. Resolution No. 2023-R-29: Opposing the proposed construction of the Belvedere Fuel Farm near Ormond Beach in the unincorporated area of Volusia County at, or about 874 Hull Road, Ormond Beach City Clerk Zlotnik read the Resolution into the record. Mayor Depew stated another concern is the fuel farms proximity to an airport. Councilman Powers asked if the property was zoned accordingly; Mr. Irby doesn't believe it is. Councilman Powers thinks it would behoove the County, to strengthen some of their regulations. Mayor Depew closed the public hearing. A motion was made by Councilman Powers, second by Councilwoman Gillis, to approve Resolution No. 2023-R-29. The MOTION was APPROVED by the following vote: Yes: 5 - Mayor DePew, Councilwoman Gillis, Councilwoman Bennington, Councilwoman Dolbow and Councilman Powers 9. BOARD APPOINTMENTS None at this time. 10. OTHER BUSINESS a. Ratification of the Laborers International Union of North America, Local 630 (LiUNA) Collective Bargaining Agreement. City Manager Irby provided a staff report and recommendation. Mayor Depew opened and closed the public hearing. A motion was made by Councilman Powers, second by Councilwoman Gillis, to approve the amended October 1, 2022 - September 30, 2025 Laborers International Union of North America, Local 630 (LiUNA) Collective Bargaining Agreement for fiscal year 2023/2024 and authorize the Mayor to execute the agreement. The MOTION was APPROVED by the following vote: Yes: 5 - Mayor DePew, Councilwoman Gillis, Councilwoman Bennington, Councilwoman Dolbow and Councilman Powers b. Ratification of Edgewater Professional Firefighter International Association of Fire Fighters (IAFF) Local 4575, Lieutenant, Driver Engineer and Firefighter Collective Bargaining Agreement. City Manager Irby provided a staff report and recommendation. Mayor Depew opened and closed the public hearing. A motion was made by Councilwoman Bennington, second by Councilman Powers, to approve the October 1, 2022 - September 30, 2025 Edgewater Professional Firefighters IAFF Lieutenant, Driver Engineer and Firefighter Collective Bargaining Agreement for the fiscal year 2023/2024 and authorize the Mayor to execute the agreement.
