SUMMARY:
Florida Statutes including Chapter 166.241 provides that the City Council shall adopt a final budget and all
adjustments within 60 days following the end of the fiscal year after the end of the fiscal year,the budget
amendment must be adopted in the same manner as the original budget unless otherwise specified in the charter
of the respective municipality.The City Manager and staff performed a final year-end budget to actual review
of the revenue and expenditure for each fund.The City Council of the City of Edgewater amends the Fiscal
Year 2022-2023 budget by revising the budget in total pursuant to itemizations contained in Exhibit “A”of the
resolution.

RESOLUTION 2023-R-30
A RESOLUTION OF THE CITY COUNCIL OF
EDGEWATER, FLORIDA, ADOPTING BUDGET
ADJUSTMENTS TO THE 2022-2023 FISCAL YEAR
BUDGETS AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Edgewater, by Resolution 2022-R-23, adopted an operating
budget for Fiscal Year 2022-2023; and
WHEREAS, the City of Edgewater, by Resolutions 2022-R-36, 2023-R-01 and 2023-R-
08 amended the adopted operating budget for Fiscal Year 2022-2023; and
WHEREAS, the budget adjustments will allow the City of Edgewater to adjust the Fiscal
Year 2022-2023 budget and increase revenues and expenditures in total pursuant to itemizations
contained in Exhibit “A” which is attached hereto and incorporated herein; and
NOW, THEREFORE, be it resolved by the City Council of Edgewater, Florida.
Section 1. Final Budget Adjustment: The City Council of the City of Edgewater
amends the Fiscal Year 2022-2023 budget by revising the budget in total pursuant to itemizations
contained in Exhibit “A” which is attached hereto and incorporated herein.
Section 2. Effective Date. This Resolution shall become effective immediately upon
passage and adoption.

Please see the attached draft survey questions.This is the second public survey as requested by City Council at
the July 3,2023 meeting when Kimley -Horn provided the Vision Plan status update which included the results
from the first survey,Council comments,City Administrative Staff Comments and Comments from the
Community Vision Forum held on May 18,2023.Please review,discuss the questions and approve the survey.
As discussed previously,the survey link will be included in the utility bill mailer,e-mailed directly the 3,674
subscribers who receive the weekly e-mail newsletter,posted on the City’s website and social media accounts,
paper surveys and QR code will also be available at City events and City Hall for residents to have full access
to participate in the survey.
Background:
July 3,2023 -Kimley Horn presentation to City Council and to receive further direction regarding the
expectations of the Council members.

Redevelopment Plan (CRA).
At the November 1,2021 City Council meeting,the City Manager reported that Mari Rains with UCF was no
longer in the position to lead the City’s Strategic Plan Update as originally contracted for $14,500 which was
approved at the March 1,2021 City Council meeting.In the current fiscal year budget,under Economic
Development,$30,000 was approved to update the Comprehensive Economic Development Strategy (CEDS)
and $30,000 was approved to update the Edgewater CRA Plan.
Staff negotiated with Canin Associates to update all three:Strategic Plan,CEDS and CRA Plan for $74,500.
There will be visioning outreach including a public community meeting to provide feedback on the existing
conditions and future direction of the City with a focus on land development,community spaces and
infrastructure.
Canin Associates is one of the Planning Consultant Services contract awardees from RFQ-21-DS-12 approved
by City Council August 2, 2021.
