A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, ADOPTING THE
COMPREHENSIVE EMERGENCY MANGEMENT PLAN
(CEMP) DATED DECEMBER 2024; REPEALING
RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING
FOR SEVERABILITY AND APPLICABILITY AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Edgewater, Florida has made the following
determinations:
1. Chapter 252.38(2), Florida Statutes, authorizes emergency management
powers of political subdivisions, and encourages municipalities to create
emergency management programs and plans;
2. Chapter 252.35(2)(b), Florida Statutes, Emergency Management Powers,
requires that each municipality's emergency management plan comply with
all standards and requirements applicable to county emergency,managemetir-
plans; and
3. Volusia County Emergency Management has reviewed and-approved the ;,,�
City of Edgewater's Comprehensive Emergency Management Plan-(CEMP)
and has determined that the City's Plan is in compliance with all
requirements contained in the Florida Administrative Code, Chapter 9G-6,
Review of local emergency management plans.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Edgewater, Florida.
Section 1. City of Edgewater hereby adopts the Comprehensive Emergency
Management Plan (CEMP), which is hereby attached and incorporated

herein as Exhibit"A".
Section 2. City staff will routinely review and update the CEMP to ensure that the
Plan is current and consistent with federal, state and county laws.
Section 3. It will be the policy of the City to train all public officials, department
directors, supervisors and staff with their responsibilities as identified
in the CEMP.
Section 4. All resolutions or parts of resolutions in conflict herewith are hereby
repealed.
Section 5. 1 f any portion of this resolution is for any reason held or declared to be
unconstitutional, inoperative, or void, such holding shall not affect the
remaining portions of this resolution. If this resolution or ally provisions
thereof shall be held to be inapplicable to any person, property, or
circumstances, Such holding shall not affect its applicability to any other

Section 6. This resolution shall take effect upon adoption.
