RESOLUTION NO. 2003-R-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA; APPROVING A REAPPORTIONMENT OF THE VOTING MEMBERSHIP OF THE VOLUSIA COUNTY METROPOLITAN PLANNING ORGANIZATION ("MPO") BASED ON A WEIGHTED VOTE; REPEALING RESOLUTIONS IN CONFLICT HEREWITH; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City of Edgewater, Florida, has made the following determinations: 1. The V olusia County Metropolitan Planning Organization ("MPO") is the duly designated and constituted body responsible for carrying out the urban transportation planning process and programming process for V olusia County; and 2. The Metropolitan Planning Organization must redesignate its boundaries and reapportion its Board Membership (if necessary) every ten (10) years in accordance with the results of the national census; and 3. Section 339.175, Florida Statutes, provides that the Governor shall, with the agreement of the affected units of general purpose local governments as required by Federal Rules and Regulations, apportion the MPO members among the various governmental entities within the area on the basis of equitable geographic population ratio; and 4. The Bureau of the Census has redefined the Daytona Beach/Port Orange Urbanized Area as having a contiguous population expanding north into Flagler County to include the cities of Flagler Beach and Beverly Beach; and 5. The existing apportionment agreement does not allow for voting participation in the V olusia County MPO from the two affected municipalities in Flagler County - the Cities of Flagler Beach and Beverly Beach; and 2003-R-05 1 ... .."." 6. The Volusia County MPO has adopted a new weighted and reapportioned membership to accommodate the new municipalities with the minimum impact possible on the current membership; and 7. By Resolution No. 2003-05, the City Council approved reapportionment by weighted vote prior to the addition of the affected Flagler County Municipalities. NOW, THEREFORE, be it resolved by the City Council ofthe City of Edge water, Florida: Section 1. All resolutions or parts of resolutions in conflict herewith be and same are hereby repealed. Section 3. This resolution shall take effect upon adoption.
