SUMMARY:
In the previous budget approved by the CRA Board,there was a line item under Capital Projects for the
Beautification of E.Indian River Blvd in the amount of $40,000.However,thanks to Aldi purchasing property
in Edgewater to build an Aldi Grocery Mart,the need for an additional access point on E.Indian River Blvd has
been identified.This additional access point will ease the conflict points on US1.This strategy is detailed in
the CRA Plan under the section of the Primary Objective and Strategies for Road Network Infrastructure.The
City and CRA also asked Aldi to construct a one inch overlay on E.Indian River Blvd.from Riverside Drive
and US1 to help reinforce the roadway for future traffic needs.The estimates for this work are just under
$84,000.The Memorandum of Understanding (MOU)with Aldi will also be heard at this evening’s meeting
outlining the cost estimates from the CRA Trust Fund.The revised budget is detailed on the last page of the
Resolution to show the capital project.

A RESOLUTION OF THE EDGEWATER, COMMUNITY
REDEVELOPMENT AGENCY, EDGEWATER, FLORIDA;
ADOPTING A REVISED BUDGET FOR THE FISCAL YEAR
2021 – 2022; PROVIDING FOR SEVERABILITY,
APPLICABILITY AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, The Edgewater Community Redevelopment Agency (Edgewater CRA) was
created pursuant to Chapter 163, Part III, Florida Statutes (the “Community Redevelopment Act ”)
establishing the conditions and procedures for the establishment of community redevelopment areas
and agencies; and,
WHEREAS, the Edgewater CRA is a dependent special district under Chapter 189, Florida
Statues (2006), known as the Uniform Special District Accountability Act (the “Special District
Act”); and,
WHEREAS, the Special District Act requires all special districts, including dependent
special districts, such as the Edgewater CRA, to adopt a budget for each fiscal year by resolution;
NOW, THEREFORE, be it resolved by the Community Redevelopment Agency of
the City of Edgewater, Florida as follows:
Section 1. Authority. The Edgewater CRA has the authority to adopt this Resolution
pursuant to the Special District Act.
Section 2. Adoption of Budget. The governing body of the Edgewater CRA does
hereby approve and adopt a Budget for the Edgewater CRA for Fiscal Year 2021 – 2022. A copy of
the budget is attached hereto and incorporated herein as Exhibit “A”.
Section 3. Severability. If any section, subsection, sentence, clause, phrase or portion of
this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining potion hereto.

Section 4. Effective Date. This resolution shall take effect upon adoption.

Memorandum of Understanding Aldi

SUMMARY:
On January 24,2019 Wells Fargo Bank Quit Claim a small parcel of property located behind the retention pond
adjacent to E.Indian River Blvd to the City of Edgewater.The intent of this was so that the City could allow
access from the properties located south of Wells Fargo to E.Indian River Blvd.thus making these properties
more accessible for redevelopment in the future.
On February 1,2019,the City Council approved a Reciprocal Easement Agreement with the property owners of
1821,1825,and 1829 S.Ridgewood creating an easement on all of those properties to allow access to E.Indian
River Blvd behind Wells Fargo Bank for redevelopment in the future.Within the Easement Agreement,under
the section 1.(d)the first owner to develop is required to construct a twenty four feet wide road and any
stormwater modification requirement over the City’s parcel to connect to E. Indian River Blvd.
Aldi is the first to develop and will construct the road on the City’s parcel as per the Easement Agreement.
These properties are located within the CRA District.Road Network Infrastructure is a primary objective and
strategy of the CRA Plan as well as Business Support.The City Staff,CRA Staff and Aldi have been working
on this MOU as a way to promote redevelopment in the CRA district.The request before you these evening
details that Aldi will build the road and also construct a one inch overlay along the entire roadway of E.Indian
River Blvd from US1 to Riverside Drive.The proposed MOU also states that Aldi will be reimbursed with
CRA Trust Funds for this outlined work in the amount not to exceed $84,000.
