3. PRESENTATIONS
a.Edgewater CRA Overview
Ms. Bergeron gave an overview of what the CRA is, the goals, and expectations. She discussed blight
and the means to improve areas that have blight. She further expanded on the grants available to
businesses to assist them with improving their property.
Ms. Bergeron identified the boundaries of the CRA district and expanded on the process the City
went through to have the CRA approved by the Volusia County Council. She further discussed how
the CRA is not an additional tax on property owners, but a portion of the taxes from properties
within the CRA District is put into a trust fund specifically for improvements and grants within the
District. She also explained that funds from the CRA could be used by the City to complete
infrastructure improvements as well.
Ms. Bergeron then provided an update on grants that have been approved and illustrated the
improvements that have been made by those businesses.

As per Florida Statues 163.371 not later than March 31st the community redevelopment agency shall file an
annual report with the county or municipality that created the agency and publish the report on the agency’s
website.
City of Edgewater CRA Annual Report for FY 2022 has been sent to Volusia County, Department of Economic
Opportunity (DEO), and Florida Redevelopment Association. Additionally, the report has been posted on the
CRA website:www.edgewatercra.org <http://www.edgewatercra.org>. There is also a copy available at the
City Clerk’s office.

Affordable Housing as a priority
On August 2,2021 the CRA Board approved Resolution 2021-CRA-02 Adopting the
amended budget to re-allocate funds to add a line item for affordable housing in the
amount of $75,000.
One September 13, 2021, the City Council approved the Interlocal Agreement
between the City, CRA and the New Smyrna Beach Housing Authority Development
Corporation which provided for funding to make necessary repairs to a multi-family
property located at 115 W. Turgot, 117 W. Turgot Ave, 22 Marilyn Drive and 24
Marilyn Drive in Edgewater (parcel # 743315000030) in the amount of $75,000. The
property was purchased with Community Development Block Grant (CDBG) and
State Housing Initiatives Program (SHIP) funds received from Volusia County. The
Housing Development Goals are to provide these four apartments as part of their
affordable housing program in Edgewater.
