A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEW A TER, FLORIDA, DECLARING THE RESULTS OF
THE GENERAL ELECTION HELD ON NOVEMBER 4, 2003
AND DECLARING CITY COUNCIL MEMBERS FOR
DISTRICTS 2 AND 4 WITH THE TERM BEGINNING
NOVEMBER 5, 2003; DECLARING THE RESULTS OF THE
REFERENDUM QUESTION REGARDING THE GENERAL
OBLIGATION BOND TO FINANCE THE "DECADE OF
EXCELLENCE" CAPITAL PROJECTS; REPEALING ALL
RESOLUTIONS IN CONFLICT HEREWITH AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Edgewater, Florida has made the following
determinations:
1. On November 4, 2003, a General Election was held regarding Council members for
the City of Edgewater and referendum question as to the general obligation bond to finance the
"Decade of Excellence" Capital Projects.
2. All votes have been tabulated and confirmed.
3. It is necessary for the City Council to forward and declare the results of the election
for City Council District 2 and District 4 for a four (4) year term of office beginning on November
5,2003 and the referendum question regarding the "Decade of Excellence".
NOW, THEREFORE, be it resolved by the City Council of the City of Edge water, Florida:
Section 1. The candidates in the November 4,2003, General Election received the number
of votes as set forth below:

Section 3. The results of the referendum question regarding the "Decade of Excellence"
described as follows:
a) Proposition 1: General Obligation Bond to Finance the "Decade
of Excellence" Capital Projects
Shall the City issue a general obligation bond in an amount to yield a
construction fund not to exceed $7,420,000.00. maturing within twenty-five
(25) years, payable from ad valorem taxes levied with a limitation of 1 mill
on all taxable property in the City, to finance the "Decade of Excellence"
Capital Projects which include: (1) New City Hall/Renovation of Existing
City Hall Site; (2) New Fire StationIPolice and Fire Administration Building;
and (3) New Animal Adoption/Rescue/Educational Facility.

Report of the City ofEdgewater's Canvassing Board
Volusia Supervisor of Elections-Volusia County Administrative Building, DeLand, Florida
November 4, 2003-6:00 P.M.
Canvassing Board Present: Robin Matusick, Legal Assistant, Susan Wadsworth, City Clerk. Also
present Deanie Lowe, Supervisor of Elections and Jennifer Wilson, Election Worker.
Proof of Publication for the Notice Testing of Tabulations Equipment, Notice Canvassing of
Absentee Elector's Ballots and Notice of Municipal Election were presented to the Board by
Deanie Lowe, Supervisor of Elections (copies attached).
Susan Wadsworth and Robin Matusick, reviewed the policies and procedures for determining
validity of the absentee ballots.
The Canvassing Board agreed for the handling of multiple ballots found in one envelope: To
accept none, since it cannot be determined which one was voted by the voter who signed the
certification on the return envelope.
Absentee ballots were presented to the Canvassing Board members. Voter signatures had been
checked and verified with the signatures on file with the Supervisor of Elections.
There were no multiple ballots contained in anyone envelope.
Absentee ballots were checked by the Canvassing Board members for voters signatures,
signatures of witnesses and addresses.
144 ballots were presented and inspected
3 ballots rejected: no witness to voters signature
141 ballots were accepted
Ballots were prepared for counting.
The Canvassing Board witnessed the Logic & Accuracy Test and running of zero total tapes.
Absentee ballots were processed through the Accu- Vote.
No absentee ballots were presented to the Canvassing Board members for duplication due to
ballots being damaged and not accepted by the Accu- Vote.
Report of absentee votes cast were presented to the Canvassing Board for verification.
Canvassing Board accepted the results.

IMPORTANT ELECTION INFORMATION
Lo!!ic & Accuracy Tests on Votin!! Equipment
Notice is hereby given that there will be two public, pre-election tests of the
automatic tabulating equipment which will be used during the November 4,
2003, municipal elections. The first public test and certification will be held
at 8:00 a.m. on October 20, 2003, and will be conducted on voting
equipment to be used for in-office voting of absentee ballots. The second
public test and certification will be held at 8:00 a.m. on October 25, 2003,
and will be conducted on voting equipment to be used at the polls on
election day. Both public tests will be conducted in the Volusia County
Elections Department Office, 136 N. Florida Avenue, DeLand Florida. All
members of the public are welcome to attend.
Canyassinf: of Ballots
The City of Daytona Beach Canvassing Board will begin its canvassing at
6:00 p.m. on November 3, 2003, in the Elections Department Office, and
then will join with the other municipalities on the following schedule.
Canvassing Boards for the municipalities listed below will convene at the
times and in the locations shown, on November 4, 2003, and from day to
day thereafter through November II, 2003, or until certification of their
election results, for the purpose of canvassing the absentee ballots,
provisional ballots and poll returns for the elections being conducted on
November 4, 2003.

The public is welcome to inspect any absentee ballot certificate, to attend
the Canvassing Board meeting, and to be present during the processing of
absentee ballots. Howe\'er; pursualll to FS 101.6104 and 101.68(2) any
challenge to an pbsenlee ballot must be made to the Canvassing Board priqr
to the ballot being removed from the mailing envelope. PrOlisional Ballots,
which are ballot~ that are issued at the polls on election day when a voter's
eligibility cannot be confmned, will be reviewed by the Canvassing Boards
for determination of whether or not the ballots can be counted. These
ballots, sealed in certificate envelopes, will be brought into the Elections
Department Office on election night; and the Canvassing Boards will be
considering the information provided by the voter on the certificate. This
review will take place at 3:00 p.m. on November 5, 2003, in the same
locations listed above, and is open to the public. Persons who have voted a
Provisional Ballot may wish to be present, if they feel they may be able to
provide any further information that will enable the Canvassing Boards to
approve voter eligibility.
