A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, ADOPTING RULES AND
REGULATIONS GOVERNING CONDUCT WITHIN
PUBLIC LOBBIES AND INTERIOR PUBLIC SPACES
WITHIN CITY FACILITIES; PROVIDING FOR
ENFORCEMENT; PROVIDING FOR CONFLICTS,
SEVERABILITY, AND AN EFFECTIVE DATE.
WHEREAS, the City of Edgewater is committed to ensuring the safety, order, and
efficiency of its municipal operations and the experience of all persons conducting official business
within City facilities; and
WHEREAS, the City Council finds that adopting clear, content -neutral rules of conduct
for public lobbies and public -facing interior spaces within city buildings is necessary to preserve
decorum, maintain the uninterrupted delivery of city services, and promote a safe environment for
visitors and employees; and -
WHEREAS, such rules are intended to govern the time, place, ancLmannerofconduct
within City facilities, without infringing upon any constitutional rights or protections under Florida
law; and
WHEREAS, the City is authorized under Section 12-2 of the Code of Ordinances of the
City of Edgewater to enforce rules governing conduct on public property and to issue trespass
warnings for violations thereof.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater,
Florida:
SECTION 1: The City Council hereby adopts the "Public Lobby Rules and Regulations,"
as set forth in "Exhibit All, attached hereto and incorporated herein by reference. These rules shall
apply to all public lobbies and public -facing interior spaces within City of Edgewater buildings
and facilities.

SECTION 2: Conflicting Provisions. In the event that the provisions of this Resolution
are in conflict with any other resolution, then the provisions of this Resolution shall prevail.
SECTION 3: Severability and Applicability. If any section, subsection, sentence, clause,
phrase, provision, or word of this Resolution is held to be invalid or unconstitutional by a court of
competent jurisdiction, then such invalidity or unconstitutionality shall not be held to invalidate or
impair the validity, force, or effect of any other remaining provisions of this Resolution. If this
Resolution or any provisions thereof shall be held to be inapplicable to any person, property, or
circumstances, such holding shall not affect its applicability to any other person, property or
circumstance.
SECTION 4: Effective Date. This Resolution shall take effect upon adoption.

EXHIBIT A
City of Edgewater Public Lobby Rules and Regulations
In order to maintain a safe, respectful, and efficient environment for both the public and employees,
the following rules apply to all public lobbies and interior public spaces within City of Edgewater
buildings. These regulations are adopted by resolution of the City Council and are intended to
promote orderly municipal operations without infringing upon individual rights.
1. Purpose of Access
Public lobbies are intended solely for the transaction of official city business. Visitors shall
limit their presence to matters directly related to such business.
2.Orderly Conduct Required
• Visitors must conduct themselves in a civil, respectful, and orderly manner at all times. No
person shall engage in behavior that disturbs or interferes with city operations, staff
performance, or other visitors' access to services.
3.Obstruction Prohibited
No visitor shall intentionally block, obstruct, or interfere with the movement of other
individuals or employees within the lobby area, including access to counters, doors,
hallways, or public service areas.
4. No Loitering or Sleeping
• Loitering is not permitted in any city lobby or interior public space. Individuals may not
sleep, recline, or occupy floor space in a manner that disrupts public access or operations.
5. Interactions Must Be Business -Related
• All conversations and interactions within the lobby must pertain to official city business.
Political debates, personal disputes, unsolicited promotion, or social gatherings are not
permitted within city buildings.
6. Bulletin Board Use
Bulletin boards located within city buildings are for official city notices and information
only. No individual or organization may post, attach, or display flyers, signs, posters, or
any other material on bulletin boards, walls, windows, doors, furniture, or other surfaces
without the express written permission of the City Manager or their designee.
• Unauthorized materials will be removed and discarded without notice.
7. Respect for Service Boundaries
• Visitors shall not place their hands, documents, or objects through customer service
windows or barriers, except in designated areas where this is permitted.
