90-O-15 ... .."", ORDINANCE NO. 90-0-15 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AMENDING CHAPTER 7, ARTICLE III, ELECTRICAL CODE, OF THE CODE OF ORDINANCES OF THE CITY OF EDGEWATER, FLORIDA, BY ADOPTING BY REFERENCE THE 1990 NATIONAL ELECTRICAL CODE; BY AMENDING THE CITY'S ELECTRICAL CODE REQUIRING CERTIFICATION TO INSTALL OR REPAIR ELECTRICAL WIRING, BY REQUIRING A CERTIFIED MASTER OR JOURNEYMAN TO DO ANY ELECTRICAL CONSTRUCTION, BY REQUIRING THAT ALTERATIONS BY AN OWNER/BUILDER EXCLUDE CHANGES IN SWIMMING POOLS, HOT TUBS, SPAS, AND THE LIKE, BY PROVIDING LIMITATIONS ON EXPIRATION OF PERMITS AND INSPECTIONS, BY REGULATING AND REQUIRING LOCATION OF EMERGENCY LIGHTS, BY PROVIDING STANDARDS FOR OVERHEAD CONDUITS, BY PROVIDING REGULATIONS FOR THE WIRING OF PUBLIC GARAGES, CEILING FANS, FIXTURES, ALUMINUM CABLE, BY REGULATING THE RENEWAL OF NOTICES OF CERTIFICATION OF COMPETENCY, AND PROVIDING FEE CHANGE; CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE ,AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, at a regularly scheduled meeting of the City Council of the City of Edgewater, Florida, held on the 14th day of February, 1990, the Council accepted the recommendation of the Building Trades Regulatory and Appeals Board to adopt the National Electrical Code and amend the City's Electrical Code. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1: That Chapter 7, Article III, of the Code of Ordinances of the City of Edgewater, Florida be amended as follows:* Section 7-40. Certification required generally, employing certified persons. (0.) It shall be unlawful and a violation of this ordinance for any person, not a Certified Master or Journeyman Electrician or owner/builder in accordance with the provisions of this ordinance, to do any electrical construction or make any system chanqe of electrical wirinq, apparatus, or equipment for liqht, heat, power or advertisinq within the limits of the City of Edqewater. (b) A master electrician shall not employ a person on any job in the capacity of an electrician, without such person being in possession of a certificate of competency or a certificate as provided for in this chapter; provided, however, nothing in this article shall be held to prohibit the working of helpers or apprentices performed under the pcroonal continuous supervision and accompanied by an electrician holding a certificate (not to exceed two (2) helpers or apprentices to one journeYman). iQl Electrical alteration performed under an owner-builder permit obtained excludes all service chanqes, swimminq pools, hot tubs, spas and hvdromassaqe tubs. ALSO - sprinkler pumps, water pumps, and sump pumP to be done bv an Electrical Contractor. ~ All Coded violations found on the Electrical Inspection of new and renewal of Business shall be performed bv an Electrical Contractor bv permit and final inspection upon completion. Section 7-61. Scope of requirement. 111 Permit shall become invalid if work authorized bv it is not commenced within three (3) months and inspection of this work made within six (6) months of issuance: or if no inspections are made durinq a six month period: or if work is abandoned after a period of six ( 6 ) months without an inspection, the Master Electrician to whom the permit was issued, shall furnish the Code Administration Division with a notarized statement itemizinq the status of the work covered bv the permit. -2- Ord. No. 90-0-15 .. 'W' ...., If this statement is not received after the above mentioned six (6) month period, no further permits will be issued to that Master Electrician until receipt of statement. In the event that any work has been performed, the Master Electrician shall furnish the Code Administration Division with a notarized letter that all permitted work meets the National Electrical Code and Electrical Ordinances. Section 7-70. Adoption by reference. The 1990 edition of the National Electrical Code and all amendments thereto as adopted from time to time bv the National Fire Protection Association and after the current N.E.C. to be effective on Januarv 1, of that year, is hereby adopted as the electrical code of the city. Section 7-74. Exit lights. The placement and location of exit and emerqencv liqhts are to be aareed upon by the architect and approved by the Fire Department and the Buildina Department of Edaewater. No. 90-0-15 ~ .."", Section 7-75. Circuit capacity; outlets, receptacles. (d) Dishwasher, garbage diopooer and all water pump systems shall be on separate circuits. (e) The utility room or laundry must also have an appliance outlet on a separate twenty (20) amp circuit. Kitchen, bathroom, laundry, utility room, garage, and any other lights within six (6) feet of water connection or plumbing fixtures shall be controlled by a wall switch. A G.F.I. duplex receptacle shall be installed in bathrooms. Art.210-8. Section 7-78. Same - Overhead conduit; main connectors; service sizes in residences; panels. All service wires supplying current for light, heath, power or advertising to any building inside the City, in overhead connection, shall be installed in rigid metal conduit from service head to the approved means of main disconnect, or intermediate metal: conduit of Polyvinyl Chloride (P.V.C.) All buildinqs other than one, two or three family residences shall be wired with riqid conduit or metal moldinq, P . V . C . Electrical Metallic Tubinq, or other approved wirinq systems which provide a raceway for conductors. All conduit or other approved wirinq systems shall contain an equipment qroundinq conductor. Mobile homes placed as permanent structures may have service placed on the home. -4- Ord. No. 90-0-15 V' ...", iQl Ceilina Fans The fan must be mounted with the blades at least 7' from the floor to minimize the possibility of accidental contact with the fan blades. iQl New Fixtures New fixtures on ceilina of 7' clear heiaht may extend below the ceilina provided a clearance of no less than 6'8" is maintained. Keyless and other bare bulb type fixtures shall not be allowed in these locations EXCEPT dinina room chain fixture. ~ Aluminum Cable Aluminum cable and wire shall not be used except size #1 and laraer for Residential and Commercial services and panel feeders. This reauirement shall not apply to manufactured housina units certified under the State of Florida, their party inspection statutes, H. U. D. or listed and approved appliances, machinery, eauipment and assemblies. ..L2.l Inhibitors Art.110-14. Inhibitor (or suitable approved reduction aaent) shall be applied to aluminum connections of #1 aluminum wire size and laraer. No-Locks is one of the trade names. ~ Recommend Renewal Notices of Certification of Competency Cards be mailed out the 3rd week of Auaust to holders. These would be due on or before September 30th. After this time TWICE the fee would be charaed throuah October 30. After October 30th renewal applicants will be approved by the Buildina Trades Reaulatory and Appeals Board. Section 7-83. Same - Construction power. Construction power shall be a minimum of sixty (60) amps two hundred twenty (220) volts and shall provide one to fifty (1-50) amp three (3) wire, two hundred twenty (220) volt, single phase receptacle and one to fifteen (1-15) amp one hundred ten (110) vol t, three (3) wire receptacle. These receptacles shall have separate and proper overload protection and be G.F.I. Type - either Breaker or Receptacles - G.F.I Art. 305-6A on 120 V receptacles. -5- Ord. No. 90-0-15 .. '-" ...", SECTION 2: That all ordinances or parts of ordinances and all resolutions in conflict herewith be and the same are hereby repealed. SECTION 3: If any section, part of a section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. SECTION 4: This Ordinance shall take effect immediately upon its adoption by the City Council of the City of Edgewater, Florida and approval as provided by law.
