MINUTES
'Ihe Merit Board meeting was called to order by the Chairman, Harry Jones, 11l the
Canmunity Center of the City of Edgewater.
ROLL CALL:
Members present were: Pat DiLeva, Keith Denton, Harry Jones and Karen Grasberger.
Also present were: Mary Ann Vendrasr,. Payroll/Personnel/Insurance Clerk; Sherry
Young, Employee Representatiave; Mr. Daninick Fazzone, member of the Screening
Canrni ttee, and Dorothy C. Garrity, Secretary.,
Mr. Jones stated since the Board has asked for a meeting with the ~1a.yor, Council
Members, City Managerand City Attorney, he thought perhaps the Board could get
together and discuss this matter as to what they want to ask and what they want
to say to this group. Mr. Jones then read fran a rough draft he had prepared which
referred to statements of conversations reported by the press involving the City
Manager and Mr. Dentony among other statements. Mr. DiLeva stated he believed most
of these statements would best be forgotten, it is over, and Mrs. Grasberger agreed.
Mrs. Grasberger also suggested the Board go on and set sane goals for the future.
(Mr. Denton arrived at this point, 7:15 p.m.). Mr. Jones brought Mr. Denton up
to date as of 7: 15 p .m, saying a lot of things were said in January; this is
February; we must turn over a new page.
'Ihe secretary informed the Board as to changing of the By Laws to reflect the
Screening Canrni ttee rDil reccmnending new members to serve on the Advisory Board
for Council}s approval. 'Ihe secretary also stated Mrs. Bennington, at the last
Merit Board meeting, had said there were to be two (2) employee representatives
elected, and the Board is to look into this.

"Duties and Functions of the Merit. ooard", gue;:;tioning whether they are currently
living up to these Codes., Mrs. Grasberger stated she would like to see the Board
enter into more than grievances, and the Board agreed. Mr. Denton disagreed, saying
the Board is really trying to find a way for the employee to by-pass the chain of
canmand by going to an outside source and getting them involved. He also stated due
to the fact a professional City Manager is new to Edgewater, for-a::year:or 3p=..1t.least,
everything should be passed through his hands if possible. Mr. Denton suggested
the Board establish sane kind of criteria or procedure the employee has to go through
before caning to this Board.
Mr. Jones reminded the Board they agreed to meet this evening to discuss certqin
points and asked them to get back to therequest of the Board to have a meeting with
the Mayor, Council, City Attorney and City Manager and what the Board is going to
say to them. Mr. DiLeva believed the Board had resolved this and talked it out
this evening and does not believe a meeting is necessary. Mr. Denton stated we still
don It know what we are supposed ,to do; that going over the Code, the Board disagreed
with three of them. Discussion returned to the Code section with the Board
determining to continue with the codes as written until a new evaluation has been made.
Mr. Denton still insists the Board should get together with the Council to determine
the exact duties of the Board.
Mr. Daninick Fazzone, a member of the Screening Canrni ttee, asked to speak and stated
he has listened to a lot of discussion tonight and believes it to be very logical;
but he does believe the Council, being very new, could probably not give the Board
an answer at this time, as everything is in a state of flux; the charter is to be
changed, amended and cleaned up; the duties of certain people have to be amended, etc.
and these things have to be addressed. The Board then agreed to not withdraw the memo
to be sent to Council asking for a joint meeting, and just wait until the Board receives
an answer.
'Ihere being no further business before the Board, Mrs. Grasberger moved to ad~ourn,
seconded by Mr. Denton. The meeting adjourned at 8:46 p.m.
