11-20-1985 Q o ~. CITY OF EDGEWATER MERIT BOARD November 20, 1985 7: 00 P. M. MINUTES The Chairman called the meeting to order at 7:00 p.m. in the Community Center of Edgewater. ROLL CALL Russell Gold Gwynne Turner Cecelia Stevens Linda Kuhbander Present Present Present Present Aso present: Mrs. Martinez, City Clerk/Administrator. APPROVAL OF MINUTES Mr. Gold called for approval of the minutes of October 23, 1985, and the Special Meeting minutes of October 29~ 1985. Mr. Turner moved that the minutes be accepted, seconded by Mrs. Stevens. Motion CARRIED 4-0. OLD BUSINESS Job description for Automotive Shop Supervisor/Mechanic Pay Upgrade Mr. Gold announced Mr. Turner would discuss the Job Description and Mechanic Pay Upgrade with the Board. 11r. Turner then stated he would be happy to go over the job description item by item if the Board so desired. Mrs. Stevens stated some things under regular duties are quite a bit different than the original job description called for, a little bit more in-depth. Mr. Turner replied yes, it increases the area of expertise. Mr. Turner further explained the mechanic has one person assigned in the garage with him, and that basically the two will -be working elbow to elbow; if they need extra help they will call on someone to come in. He also stated the extra equipment coming in is going to mandate - additional personnel full time in the garage. Mr. Turner also informed the Board there is probably three-quarters of a million dollars of equipment sitting out there, and in order to have it last, you are going to have to have knowledgeable talent to keep it on the road and to also repair at the minimum amount of cost. Mr. Turner stated if we did not take this action by upgrading the mechanic's position, then we are going to be in the same position as in the past, where a mechanic stays a few months, a year, and then he is going to be on his way seeking a higher paying job. The Board then entered into quite a discussion as te the knowledge- able person needed and in what step and grade he should be placed. Mr. Turner stated he might add for the Board's information on the automotive shop supervisor position, it is an eight hour a day working supervisor; that he didn't know if he could honestly say the other supervisors are eight hour a day working supervisors; some are in their trucks, etc., during their tour of duty. He stated the automotive supervisor is in the same grease, the same garage eight hours a day. #' o o A discussion then followed as to the various supervisors and steps and grades they are in, along with their various duties. The Board, on motion of Mr. Turner and seconded by Mrs. Stevens, moved a recommendation be sent to the Mayor and City Council Members to (1) establish the title Automotive Shop Supervisor with Grade Code 11, and (2) that the Grade Code for Street Supervisor and Refuse Supervisor of the Public Works be upgraded from Grade Code 10 to Grade Code 11. Motion CARRIED 4-0. NEW BUSINESS Merit Evaluation Report Mr. Gold asked the Board if there were any questions; there being none, the merit evaluation report was accepted. Mr. Gold reminded the Board the next meeting will be held on December 18th in City ~-Iall. There being no further business, Mr. Turner moved that the meeting be adjourried, seconded by Mrs. Stevens.
