CITY OF EDGEWATER
MERIT BOARD MEETING
MA Y 2 2, 1 9 8 5
Mrs. Betty Billups called the regular meeting to order at 7:00 P.M.,
in the Council Chambers at City Hall.

APPROVAL OF MINUTES
Concerning the minutes of the April 24, 1985, meeting, Mrs. Stevens
made a motion to accept the minutes as read and it was seconded by
Frank Carignan. Motion CARRIED 4-0.
OLD BUSINESS
There was a review of the April 1985 merit increases which included
the following: Planning has one, Police has one, Parks and Rec. has
one, Streets has one, Refuse has one, and Waste Water has three.
Mrs. Billups said there were eight evaluated and eight received merit
increases.
Mrs. Martinez directed the members to the copy of the merit system at
the end of the report and she presented a recap of what department and
how many merit increases were up for this month and how many were actually
given. It gives the board a recap to see that it is not always 100 percent.
Frank Carignan brought up the fact that it was up to the individual
supervisor to recommend merit increases when due.
NEW BUSINESS
Frank Carignan brought up that with all the new members coming in that
we should review parts of the Merit Board By-Laws. The Board members
agreed.
Mr. Gold is taking Mr. Fanale's place on the Board.
Mrs. Billups inquired if anyone had applied to the Merit Board. A
general conversation followed on how they might create interest and
enthusiasm to get new members. There are no other applications on file for
the board at this time. Most generally, when they send in a resume' they
will specify which board they are interested in.
CORRESPONDENCE
Mr. Fanale's letter of resignation was a matter of information and
has already gone before the council and has been accepted. A letter
thanking him for his services has been sent. Mrs. Billups said she
had sent him a note telling him that he would be missed and was sorry
that he had to leave. She said the note was from her, not the board.
MISCELLANEOUS
Mrs. Billups read her letter of resignation from the Merit Board
which she had sent to Susan Mista on May 20, 1985. Mrs. Martinez
passed it on to the council.

Mrs. Billups asked about the merit increases. Mrs. Martinez said
all had taken place per the plan. Mr. Gross had asked in the last
meeting how the plan was working and also wondering if it was 100%
at all times. As the reports come through, there will be some months
where there will be 6 due and only 4 or 5 issued.
Mrs. Martinez commended the board for developing and putting all the
work and effort into developing the job description package for the new
hires. It was just completed in November and adopted at that time.
Debbie Sigler put a lot of work into putting it together.
The safety program was recently adopted.

Mrs. Martinez suggested that the new board members attend the safety
committee meeting. There should be a safety program booklet in your
packet.
It was suggested the time be changed to 3 o'clock so the city employees
can attend some of the safety committee meetings.
Mrs. Martinez brought up the fact that Edgewater has many young members
in the patrol division. As the circumstances are now, we need a shift
supervisor, she stated. We don't have what is described in the plan
as a shift supervisor; that comes under the Sergeant's job description.
A sergeant does that; you can't promote a patrolman to Sergeant without
going through the procedure. You can't create a shift supervisor
position without a job description. Mr. Carignan said what usually
happens in a company, one person is promoted to shift supervisor and is
given 25 to 30 cents more per hour.
A general discussion followed regarding the shift clerk/supervisor
position that is needed in the police department.
There being no further business to come before the Board, upon motion
made by Frank Carignan to adjourn, seconded by Mrs. Billups, the meeting
was adjourned at 7:40 P.M.
