MERIT BOARD MEETING
August 22, 1984
7:00 P.M.
The meeting of the Merit Board was called to order at 7:05
P.M. in the Council Chambers of the Edgewater Community Center.

The Merit Board's new member, Cecelia Stevens, was introduced
and welcomed to the board.
APPROVAL OF MINUTES
Mrs. Billups made a motion to adopt the minutes of the June 27th
meeting, being seconded by Mrs. Sigler. Upon roll call vote the
motion CARRIED 3-0.
At this time City Clerk Connie Kinsey performed the swearing in
of office and Mrs. Stevens became an official member of the board.
COMMUNICATIONS
Employee Personnel Guide Memo
These are two pages updating the present personnel guide, each
member was instructed to insert the new pages in their own books.
Ordinance No. 84-0-84
This was the ordinance removing all City department heads from
the Merit Ordinance.
There was a brief discussion regarding this action. Mrs. Kinsey
and Police Chief Betts explained that when a department head is
hired, there is a resolution drawn up. At that time the indi-
vidual understands the conditions of his hiring. Mrs. Kinsey
pointed out that all department heads work at the will of the
City Council.
Voting Conflicts Memo
This new law involves board members not voting on matters where
there may be a conflict on their part.
Mrs. Kinsey explained in the past as long as the individual signed
a Conflict of Interest form, they could vote on the issue. However,
after October 1st, if a conflict exists, the individual shall no
longer vote.
Mrs. Sigler brought out the question of her voting; almost any-
thing coming to the Merit Board would be a conflict, because it
could directly involve her as a City employee.
Mrs. Kinsey informed that she is going to ask for a legal opinion
on this question. She pointed out that the referendum specifically
spelled out that there will be an employee representative on the
Merit Board.

NEW BUSINESS
Inquiry Form for Applicants
This is a form being used in the personnel office. Mrs. Kinsey
explained the purpose of the form, adding she wanted to bring it
to the board1s attention in case there are any suggestions from
the members.
Dr. Bazin questioned if the Police Department uses this form?
Chief Betts stated that their form is much more informative.
He is working on the form at this time and will bring it to
the board at a later date.
New Position Request
Chief Betts presented his recommendation, explaining that his
future plans for the department will call for more reconstruction
among the department.
The new position being requested, at this time, is Telecommunicator
Supervisor, which has been suggested at a Grade 9 level. Chief
Betts went over the duties of this job, adding that a supervisor
over each division is necessary. He explained this would be a
corporal position.
It was explained that presently there is no job description for
a corporal; it was suggested that the Council consider this.
Mrs. Sigler pointed out that this recommendation Duts the Tele-
communicator Supervisor and the Records Clerk in the same classi-
fication grouping. She questioned whether these two jobs were
equal as far as qualifications and requirements are concerned.
Chief Betts explained he will be back to the board with another
recommendation regarding the Records Clerk. He intends to revise
that job description. There are two separate divisions, and the
Records Clerk, with perhaps a title change would be on the same
level with the Telecommunicator Supervisor.
Mrs. Sigler explained that when reviewing the job descriptions,
we felt the Records Clerk had a little more qualifications and
responsibilities than the Telecommunicator, therefore we put
the Records Clerk a grade above the Telecommunicator. Since
the Chief plans to come with another recommendation regarding
upgrading the clerk, she. suggested that rather than recommend
a change now and then have to recommend another change later,
we should consider both these positions before we make a decision.
We would only being acting on this request, but we should keep all
this in mind.
After further discussion, Chief Betts explained that the new job
description of the Records Clerk will have more responsibility
and should be on the same level as a supervisor. It was agreed
that the recommendation at this time should be for the Tele-
communicator Supervisor at a Grade 10 level, then at a later
time the Chief will submit a revised Records Clerk job description.
Mrs. Kinsey stated she has no problem with the supervisory position,
the only question she has is the corporal rank. What does this make
the Telecommunicatorsl rank?

Chief Betts explained the ranking process and the several
separate divisions he plans to establish within the department.
The size of our City is a factor in the ranking we now have.
He commented that he could just as well signify this position
as a sergeant.
Dr. Bazin suggested that this be done, we may have a problem
if it's not. Presently we do not have a job description for
the patrol corporal. It was suggested as a Grade 12.
Mrs. Sigler told the Chief that the Merit Board added in the
police package of job descriptions the recommendation that the
Council consider classifying a corporal position. If the Council
agrees to this, we will be asking the Chief for a job description.
Chief Betts agreed to eliminate all rank description and have
the Telecommunicator Supervisor wear a collar pin signifying
"Staff".
There was further discussion at this time about the classification
of the new job description. Chief Betts agreed to leave the
Records Clerk at a Grade 9 and bring a new job description for
Records Clerk Supervisor in for review.
Mrs. Sigler made the point that there may not be an individual
in both positions, however we should keep the position descrip-
tion for future use, adding that this recommendation should not
be confused as permission to hire new individuals. Our recom-
mendation to Council is just the job description and classification.
Mrs. Billups made a motion that we approve the recommendation as
submitted by Chief Betts, changing the Grade 9 to a 10, being
seconded by Mrs. Stevens.
Dr. Bazin asked for comments from the floor. There was no further
discussion. Upon roll call vote the motion CARRIED 4-0.
COMMENTS
At this time Mrs. Kinsey read Dr. Bazin's resignation from the
board; he is moving from the area.
The board members expressed their feelings that Dr. Bazin has
been an asset to the board and will be missed.
Mrs. Billups made a motion to adjourn, being seconded by Mrs. Stevens.
