Regulatory Agency at 6:33 p.m.,
in the Community Center.
ROLL CALL:
Members present were Mr. Masso, Mr. Garthwaite, Mr. Hellsten, and
Mr. Hildenbrand. Mrs. Blazi, Mr. Fazzone, and Mr. Klein were
excused. Also present were Mark P. Karet, Planning and Zoning
Director, and Beverly Kinney, Secretary.
APPROVAL OF MINUTES:
The minutes of July 12, 1990, were presented for approval. Mr.
Garthwaite moved to approve, seconded by Mr. Hildenbrand. Motion
Carried 3-1. Mr. Masso voted no.
CONTINUED BUSINESS:
Land Development Requlations: Mr. Karet went through
Land Use Standards, with the Agency members.
discussion regarding Section 2102, Definitions.

After some discussion the members agreed that the definition for
Agricultural Uses should be divided into low density agriculture
and medium/high density agriculture, because there are certain
agricultural uses that will not be compatible when they abut
residential uses.
The members agreed that the definition for Institutional

There was some discussion regarding the definition of
Professional Service. and Office. The members agreed on the
following wording: ...means business and professional offices,
medical offices or government offices financial institutions
without drive-up facilities.
After some discussion regarding the definition of Public
Service/Utility Use the members agreed it should be reworded.
Section 2103, Use Regulations were discussed. It was agreed by
the members that convenience commercial establishments or
convenience commercial centers should not be permitted in any
residential category. It was also agreed that industrial uses
should only require a minor conditional approval in the Planned
Industrial Development category. The members decided to permit
agricultural uses as a major conditional approval in low density
residential areas, rather than not allowing them at all.
Section 2105.01, Home Offices and Section 2105.02, Home
Occupations. Mr. Karet noted that the section on Home Offices
was drafted by staff. The members evaluated the possibility of
having a list of permitted uses for Home Occupations, but after
some discussion the members deferred this issue until they
received a listing of the types of home occupational licenses
currently issued.
The members discussed Section 2105.03, Yard Sales. They agreed
that yard sales should be permitted between the hours of 8:00

a.m. and 5:00 p.m. on Friday and Saturday, and from 12:00 noon
until 5:00 p.m. on Sunday. The also agreed that yard sales shall
be limited to two times during any calendar year for any single
address.
The members reviewed Section 2105.04, Parking of commercial and
recreational vehicles. A typographical error was noted in the
paragraph regarding commercial vehicles. The word "less" should
be the word "more."
The paragraph regarding recreational vehicles should include the
following: ...side yard no closer than five feet to the side
property line of a single family....
The members asked that the recommended changes be sent to the
consultants.
DISCUSSION ITEMS:
Planninq and Zoninq Director's Reports: Mr. Karet stated that the
Sign Ad-Hoc Committee had been advertised in the Daytona Beach
News ]oUl-na I.
Mr. Karet stated that items coming up were a site plan by Larry
Harris for 1001 South Ridgewood Avenue, and a Development
Agreement to be presented by Glenn Storch, Attorney.
Mr. Karet stated that litigation is still ongoing between the
city and Marwin, Inc.
Chairman's Reports: None.
Aqency Member Reports: None.
There being no further business to come before the Agency, Mr.
Garthwaite moved to adjourn seconded by Mr. Masso. The meeting
adjourned at approximately 8:15 p.m..
