Regular Meeting

Vice-Chairman Don Bennington called to order a regular meeting of
the Land Development and Regulatory Agency, Wednesday, July 25,
1990, 7:00 p.m., in the Community Center.
ROLL CALL: Members present were Mr. Bennington, Mrs. Blazi, Mr.
Fazzone, Mr. Garthwaite, Mr. Hildenbrand, and Mr. Klein. Mr.
Hellsten was excused. Also present were Mark P. Karet, Planning
and Zoning Director, and Beverly Kinney, Secretary.
APPROVAL OF MINUTES: The minutes of June 14, 1990, were ~~
presented for approval. Mr. Garthwaite moved to approve with the~C~~
correction on page 1 to reflect Frank Ferguson- as the President I;; ~1.7.0j'\L
of the Shangri-La Homeowners Association. Mrs. Blazi seconded.
Motion Carried 4-2. Mr. Klein and Mr. Fazzone voted no because
they were not present at that meeting.

There was discussion regarding membership of the LDRA. The
members agreed to remove wording that states the council shall
appoint the initial members and an alternate, and the initial
appointment terms shall be staggered.
There was discussion regarding the formation of a Technical
Review Committee (TRC) which will be made up of various city
staff to review and approve (or deny) small technical changes
without going to the LDRA (ie: engineering changes, types of
plants in a required buffer). Mr. Karet stated that he did not
agree with the section that discusses the voting membership of
the TRC, because each member specializes in a particular area of
development review (ie: the building official votes no on a
project because of deficiencies in the structure, but the project
complies in every other way so the project is approved by
majority vote).
The members discussed the fact that any decision regarding
zoning that has been made by the development administrator can be
appealed to the LDRA.
The members agreed that conflicts between the development
administrator and the building official should be resolved by the
city manager after receiving advise from the city attorney.
After reviewing the first 29 pages of the draft, the members
agreed to hold a special meeting on August 2nd to continue.

There being no further business to come before the Agency, Mrs.
Blazi moved to recess the meeting and to continue on August 2,
1990, seconded by Mr. Garthwaite. The meeting recessed at
approximately 8:55 p.m..
