LAND DEVELOPMENT AND REGULATORY AGENCY
REGULAR MEETING
WEDNESDAY, JUNE 27, 1990
6:30 P.M.

Chairman C. Peter Hellsten called to order a regular meeting of
the Land Development and Regulatory Agency at 6:34 p.m.,
Wednesday, June 27, 1990, in the Community Center.
ROLL CALL:
Members present were Mr. Bennington, Mr. Fazzone, Mr. Hellsten,
and Mr. Hildenbrand. Mrs. Blazi, Mr. Garthwaite, and Mr. Klein
were excused. Also present were Mr. Jim LaRue and Mr. York
Phillips of LaRue Planning and Management Services, Mark P.
Karet, Planning and Zoning Director, and Beverly Kinney,
Secretary.
APPROVAL OF MINUTES:
The minutes of April 12, 1990, were presented for approval. Mr.
Fazzone moved to approve, seconded by Mr. Bennington. Motion
Carried 4-0.
The minutes of April 30, 1990, were presented for approval. Mr.
Bennington moved to approve, seconded by Mr. Hildenbrand. Motion
Carried 4-0.

NEW BUSINESS:
Land Development ReQulations: Mr. Jim LaRue and Mr. York
Phillips delivered their Land Development Code presentation.
Mr. LaRue explained Rule 9-J24 to the members. He stated the
purpose of Rule 9-J24 was to have the Department of Community
Affairs <DCA) adopt rules to review local government regulations
and in turn to have the local governments create land development
regulations consistent with their adopted local comprehensive
plans.
Mr. LaRue stated that development activities must be consistent
with the land uses and intensities and densities contained in the
comprehensive plan.
Mr. LaRue stated that at a minimum the new land development
regulations must include subdivision regulations, the land use
categories in the Future Land Use Element, wellhead protection,
floodplain management, stormwater management, provisions for the
protection of environmentally sensitive land, sign regulations,
provisions for development orders, on-site parking,

vehicular/pedestrian traffic, and any other provisions required
by the adopted comprehensive plan. Mr. LaRue stated some of
these items may currently be a part of the city's code, but they
may need to be clarified.
Mr. Phillips stated that the changes of implementation of land
development regulations must be consistent with the comprehensive
plan. Mr. LaRue added that the land development regulations
would be simplified and would not be so scattered throughout the
code book.
Mr. Karet stated the handling of zoning districts had not yet
been determined, but he would like to see districts based on
density levels rather than housing or building types.
Mr. Karet stated that changes will not significantly impact
existing development, and that provisions will be made for infill
development.
Traffic levels of service were discussed. Mr. Phillips suggested
a yearly analysis so patterns can be established so there is
plenty of warning that an area is reaching maximum capacity. He
also suggested using travel speed rather than volume of traffic,
because traffic speed can be increased easier than capacity.
Mr. Phillips stated that when it comes to stormwater, potable
water and sewer levels of service, it is up to the individual
community to decide if they will be stringent or relatively
liberal when it comes to the issue of development. Mr. Karet
stated reuse lines are included in the Capital Improvements
Program. Mr. Hellsten stated that the St. Johns River Water
Management District will allow the city to be more stringent, but
not more liberal. Mr. Phillips stated this issue will be
addressed in the land development regulations.
Mr. Karet stated that he would like to
regulations ready by this September
council in November.

Fazzone moved to adjourn, seconded by Mr. Hildenbrand. The
meeting adjourned at approximately 8:10 p.m..
