04-12-1990 ~ Q CITY OF EDGEWATER LAND DEVELOPMENT AND REGULATORY AGENCY REGULAR MEETING THURSDAY, APRIL 12, 1990 6:30 P.M. COMMUNITY CENTER Chairman C. Peter Hellsten called to order a regular meeting of the Land Development and Regulatory Agency at 6:30 p.m., Thursday, April 12, 1990, in the Community Center ROLL CALL: Members present were Mr. Bennington, Mrs. Blazi, Mr. Fazzone, Mr. Garthwaite, Mr. Hellsten, and Mr. Hildenbrandt. Mr. Klein was absent. Also present were Mark P. Karet, Planning and Zoning Director, and Beverly Kinney, Secretary. NEW BUSINESS: SD-89-4 Minor Subdivision South Riverside Drive South of Boston Road: City Attorney was not able to attend the meeting so this item was deferred to a later date. SP-9002 Hot "N" Now West Side of North RidQewood Avenue North of Knapp Avenue: Earl Wallace was present as the authorized agent. Mr. Karet stated that all objections made had been addressed, and staff recommended approval. There was discussion about possible traffic congestion. Mr. Karet stated that U.S. 1 was regulated by the Florida Department of Transportation. Mr. Wallace stated there would be "right turn only" signs and "no left turn signs." Mr. Bennington suggested placing a "one-way entrance only" sign on Live Oak Street. Mr. Wallace stated there was currently a residence at the rear of the lot which would be used as the main office at a later date, and only local traffic would use Live Oak Street. Mr. Garthwaite requested that the Planning and Zoning Department receive a detailed drawing of the proposed signage. Mr. Garthwaite moved to grant preliminary and final site plan approval, seconded by Mrs. Blazi. Motion Carried 6-0. SP-9003 Fantasia Center Northeast Corner of Thomas Street and South RidQewood Avenue: Luis Geil was present as the authorized agent. Mr. Karet stated the site plan combines restau,rant, retail and office space. He added that all comments had been addressed and staff recommended approval. There was discussion about lighting, landscaping, swales, and fire flow. Mr. Bennington moved to approve, seconded by Mr. Fazzone. Motion Carried 6-0. DISCUSSION ITEMS: Mr. Karet discussed the comprehensive plan. There was discussion regarding the maintenance of landscaping, aesthetics along U.S. 1, and abandoned structures in the city. Mr. Hellsten stated that the cancelled, but there would be a regarding the comprehensive plan. April public 25th meeting hearing on had been April 23rd There being no further business to come before the Agency, Mrs. Blazi moved to adjourn, seconded by Mr. Fazzone. The meeting adjourned at approximately 7:15 p.m..
