LAND DEVELOPMENT AND REGULATORY AGENCY
SPECIAL MEETING
MONDAY, DECEMBER 18, 1989

Chairman Nancy Blazi called to order a special meeting of the
Land Development and Regulatory Agency at 5:07 p.m., on Monday,
December 18, 1989, in the Community Center, to discuss and take
action on SP-8913, Hall-Bartholomew Building, located at 24th
Street and Hibiscus Drive.
ROLL CALL:
Members present were Mr. Bennington, Mrs. Blazi, Mr. Fazzone, Mr.
Garthwaite, Mr. Hellsten, Mr. Klein and Mrs. Martin. Also
present were Mark P. Karet, Director of Planning and Zoning,
William Vola, Fire and Rescue Chief, Luis Geil, authorized agent,
Frank Hall and Bill Bartholomew property owners, and Beverly
Kinney, Secretary.
The December 13, 1989, memo from William Vola, Fire and Rescue
Chief was discussed. There was discussion regarding the site
plan which was submitted to the Planning and Zoning Department on
August 14, 1989. The owner's did not agree with the findings of
the Chief, and. believed the approval of the former Fire Safety
Inspector should be satisfactory for site plan approval.
It was noted that Chief Vola, Mr. Karet, and Mr. Geil had met,
and an alternative had been worked out, which Chief Vola put in
memo form dated December 15, 1989 (copy of memo attached>. Chief
Vola stated that the alternative was based on City, State and
National Codes. Mr. Karet stated if the site plan indicated
agreement regarding the December 15, 1989 memo, the Planning
Department would recommend approval of the site plan. Mr. Geil
and the owner's of the property seemed to be agreeable to the
alternative.
There was discussion regarding water

main sizes, the amount of
combating fire, fire flows
sprinkler systems.
Mr. Klein moved to approve the site plan as per the memo from
Fire and Rescue Chief William Vola dated December 15, 1989,
starting at item 1 through to the last paragraph, seconded by Mr.
Bennington. Mr. Hellsten amended the motion to leave out the
last two paragraphs, seconded by Mr. Garthwaite. The motion
Carried 7-0. The amendment to the Motion Carried 7-0.
There being no further business to come before the
Fazzone moved to adjourn, seconded by Mrs. Martin.

Based upon negotiations with yourself and Louis Geils, I have identified
a third option that will meet the intent of the Codes and should provide adequate

water flow to support firefighting operations:

1) Install an approved four hour (4hr) Fire Wall in substitution for the
EXisting one hour (1hr) rated Fire Partition between the two occupancies,
AND
install an eight inch (8") approved water main from Hibiscus Dr. and 24th St
to the intersection of Hibiscus Dr. and 23rd st.,
AND
install an approved Fire Hydrant at the intersection of Hibiscus Dr. and
23rd. St. on the Eight Inch (8") water main.
The costs incurred to comply with this option shall be born by the Developer

:ronnected to the City's existing mains; the ~~~~ Hydrant shall be a Mueller Model
-423 or equivilant as specified by the Cit;?f.'
The City has the right to require that the Developer install a larger diameter
