Members present were Mr. Bennington, Mr. Garthwaite, Mr.
Hellsten, and Mrs. Martin. Mrs. Blazi, Mrs. Glover, and Mr.
Klein were excused. Also present were Tom Jackson and Coen
Purvis, consultants from Reynolds, Smith, and Hills, Mark Karet,
Planning and Zoning Director, Lynne Plaskett, Planning
Assistant/Grant Administrator, and Beverly Kinney, Secretary.
There were approximately 6 people present for the public hearing.
Future Land Use:
The property currently zoned P.I.D. was discussed, and it was
decided that the property would remain P.I.D. in stead of the
suggested use of conservation by the consultants.
It was noted that some rezoning requests previously presented to
the Agency were being held until the future land use element had
been adopted. It was noted that some property owners in Florida
Shores wanted a higher land use designation placed on their
property, because they abutted the Florida Shores Plaza. It
would be considered a buffer between the high density use of the
plaza and the low density use of single family residential.
There was some discussion regarding the current traffic hazards
on S.R. ~~2 and the fact that higher densities would place more
of an impact on traffic. After discussion the members agreed the
property abutting the plaza should remain single family.
The property abutting Edgewater Landing was discussed. It was
noted the property was designated as institutional on the future
land use map, but the property has been purchased and recently
rezoned to B-5 (planned shopping center).

around wellfields, and noted that the Department of Environmental
Regulation would probably develop a state wide data base.

Mr. Vasquez of New Smyrna Beach believed the growth in the City
should stop. Mr. Karet noted that people were going to come here
and develop the land and the infrastructure needed to be in place
to accommodate the expected growth.

The consultants informed the Agency that the levels of service
are determined by the Department of Transportation. Levels of
service on Park Avenue were discussed, as was the plan to
widening of Old County Road to U.S. 1 in the future.
It was noted the proposed bridge across the Indian River had been
put off by the state until after the year 2005.
Intergovernmental Coordination:
The various inter-local agreements the City has entered into were
discussed briefly, as well as the fact the City is currently
trying to enter into an agreement with Volusia County.
The consultants stated the element would give an inventory of
existing coordinating entities, as well as areas of need.

was noted the County would be providing a water quality
monitoring system.
Shared use of the ball field at the elementary school was
discussed briefly.
