11-15-1988 Special , o 0 LAND CITY OF EDGEWATER DEVELOPMENT AND REGULATORY AGENCY SPECIAL MEETING MONDAY, NOVEMBER 15, 1988 COMMUNITY CENTER Chairman Nancy Blazi called to order a special meeting of the Land Development and Regulatory Agency at 5:00 p.m., Monday, November 15, 1988, in the Community Center. ROLL CALL: Members present were Mr. Bennington, Mrs. Blazi, Mr. Garthwaite, Mrs. Glover, Mr. Klein, Mr. Mackie and Mrs. Martin. Also present were Lynne Plaskett, Planning Assistant and Beverly Kinney, Sec- retary. Mrs. Blazi stated the special meeting had been called to discuss the events leading up to the possible opening of a use with the signage of "flea market" which is not a permitted use in the B-5 zoning district. Mr. Ames and Mr. Beatty to make application to the Land Development and Regulatory Agency for approval, and should have applied to the Building Department for work done on the building located at 616 N. Ridgewood Avenue. It was noted the electrical and sign permit were on hold at the City Manager's request when he discovered this needed to go before the Land Development and Regulatory Agency. Mr. Ames and Mr. Beatty stated they were told by a City official they did not need a sign permit. The Agency went through Section 3-3(dd) regarding wall signs. The definition of retail was read and discussed with the City Manager. There was discussion regarding the term flea market. The Agency went through Section 304, and determined that Mr. Ames and Mr. Beatty needed to apply to them, because the requested use is not specifically named in the Ordinance. There was discussion about proper licensing procedures for the proposed use and the vendor~ leasing space. The required parking, landscaping, stormwater, site plan procedures, and floor plans were discussed. They also discussed the types of vendors and traffic congestion. Mr. Garthwaite moved to recess, seconded by Mr. Klein. The meeting recessed at approximately 6:10 p.m. to be reconvened at a later date. Minutes respectfully submitted by: Beverly Kinney
