WEDNESDAY, AUGUST 17, 1988

Dennis Kelly, Interim City Manager, called to order a joint special
meeting of the Industrial Development Board, Land Development and
Regulatory Agency, and the Parks and Recreation Board, at 6:30 p.m.,
Wednesday, August 17, 1988, in the Community Center.
ROLL CALL:
Industrial Development Board: Florence Baker, Dale Andrew, Guy
Hanson and Vincent Azzarello, Jr. were present. Danny Hatfield
and Robert Richards were excused.
Land Development and Regulatory Agency: Members present were Sue
Glover, Nancy Blazi, Billy Klein, Robert Garthwaite, Louise Martin,
and Harold Hardester. Don Bennington was absent.
Parks and Recreation Board: H. R. Montgomery and Sue Pezanowski
were present. Kirk Jones, Jeff Ridgdill and Lawrence Lanchoney
were absent.
Also present were Torn McClelland and George Flack of Volusia County,
Dennis Kelly, Interim City Manager, Lynne Plaskett, Planning Assistant/
Grant Administrator, and Beverly Kinney, Secretary.
Mr. Kelly explained that Mr. McClelland would give a presentation
regarding a proposed borrow pit at Mango Tree Drive and 12th Street.
Mr. McClelland was given the floor.
Mr. McClelland explained there was a borrow pit currently in use
in Ormond Beach for the mining of shell, but it would be exhausted
in approximately eighteen (18) months. The County is looking for
a new site to mine shell. The shell is used to maintain approximately
three hundred and fifty (350) miles of County road in Volusia County.
He added the cost of paving these roads is about $400,000.00 per mile.
Mr. McClelland stated the County had looked at several other sites,
but they were either too small, they were not able to get the needed
permits, or the sites would not yield an adequate amount of shell.
There is a possible site, owned by John Massey near Mission Road and
1-95. If permits are available, resident's don't object and the property'
can be acquired, the County will consider it.
The Mango Tree Drive site already has a County pit across the street.
There is also a County and a State pit just to the north of the
proposed site.
Mr. McClelland stated-the:pr9per~y~is ourrently owned by the School
Board, and the sale price to the County is $260,000.00
Mr. McClelland stated the original request for the pit had been before
the Land Development and Regulatory Agency (L.D.R.A.) The setbacks
were increased, because of the Board's concern for abutting homeowners,
and the County had offered to replant an area on Mango Tree Drive that
had been cleared. The County, at the request of the L.D.R.A., had
presented an artist's rendering of the site as a park with a lake, which
would be feasible when the pit was exhausted. '
Mr. McClelland stated the pit would be mined Monday through Friday,
the hours were flexible, and would be used on weekends and at night
only on an emergency basis.

Wallace Trickey, resident of Edgewater, asked if the McCallister
property had been looked into. Mr. McClelland stated it had and
D.N.R. had denied the request.
Robert Garthwaite, L.D.R.A. member, asked if'water would be pumped
from the site. Mr. McClelland stated the law prohibited that practice.
Mr. McClelland and Mr. Flack informed the audience that if the City
denied the proposed pit, the County would look elswhere for shell.
They were actively looking for other sites with the help of real
estate firms and people involved in Industry, but they had not ad-
vertised.
Mrs. Blazi, Chairman of L.D.R.A., stated former Mayor Christy had
chosen that site many years ago to be a park, even though nothing
formal had been done.
A local 12th Street resident stated the natural vegetation buffer
would not reduce the noise created by the mining of shell, and felt
property values would go down. He added he would join with his
neighbors to stop the County from shell mining at that site. He
stated his family and neighbors use the place for nature walks,
because the area is so beautiful.
Mr. McClelland discussed road impact fees and what the funds can
be used for. He also stated the City of South Daytona had turned
an exhausted borrow pit into a park with a lake, which was stocked
with bass.
There was some discussion about the exhausted shell pit on the East
side of Mango Tree Drive.
Mr. Kelly asked if the County would negotiate with the City's terms
and conditions, ie: noise screens, etc., to satisfy concerns of
citizens. Mr. McClelland stated if it was not economically feasible
the County would not, but that each condition would have to be
weighed.
Mr. Kelly thanked everyone for their participation and asked them
to discuss this at their meetings. The Boards would have approximately
six (6) weeks to make a recommendation or series of alternatives to
present to Council.
There being no further business for the evening, the meeting was
duly adjourned at approximately 7:35 p.m.
