SUMMARY OF MINUTES
Per request by Chairman Hayman, The Building Trades Regulatory
and Appeals Board will now have a summary cover letter for the

The Regular meeting of the Building Trades Regulatory and Appeals
Board was called to Order on May 17, 1990 at 7:02 P.M. in the
Conference Room at City Hall.

Mr. Jack Hayman, Chairman, called to order the regular meeting of
the Building Trades Regulatory and Appeals Board of May 17, 1990
in the Conference Room of City Hall at 7:02 P.M.
ROLL CALL:
Members present were: Les Ogram, Lester Yarnell, Douglas Cole,
Robert Howard, Gary Butt, James Norris and Jack Hayman. Also
present were Dennis Fischer, Building Official, and Lisa Miller
Recording Secretary. Councilmember Bennington and Fire Chief
William Vola arrived later.

seconded. Motion passed with 4 votes, three members abstained as

The Board recognized the Council approval of the 1990 National
Electrical Code, the Changes to the City Electrical Code, and the
approval of Competency Card Fees.
Mr. Fischer stated that a letter was written to the Master
Electricians that we have registered informing them that the
Ordinance 90-0-15 has been passed and the inspectors will start
enforcing the 1990 National Electrical Code and its additions as
of June 1, 1990.
NEW BUSINESS:
Mr. Fischer reviewed the new Code Requirements proposed by
Volusia County. On May 10, 1990 the County held a meeting for
information on the windload requirement section of the Building
Code. They indicated that now we need to put something in our
local Ordinances in regard to what we are doing to minimize
damage due to windload on single family and two family dwellings.
The County has gotten information through Appendix D in the
Building Code, which is the hurricane requirements, listing ways
to minimize wind damage due to hurricane by certain strapping
requirements. See attached copy.
Mr. Howard moved that Appendix D 101 Hurricane Requirements
shall be studied with future information that we'll be receiving
and that action be taken at the next regular meeting of the
Building Trades Regulatory and Appeals Board. Mr. Norris
seconded. Passed 7-0.

Mr. Hayman discussed Ordinance 90-0-7 concerning Tree Removal
Permits. A Tree Removal Permit must be obtained prior to land
clearing on single family or duplex lots within the City. All
permits must be posted on the site prior to any removal.
Mr. Hayman discussed the subject of House Bill 1337 which deals
with what happens when there is conflict between Life Safety Code
and Building Code. He stated that there is supposed to be an
Administrative Board that would help the Fire Department and the
Building Department examine the differences and decide what is in
the best interest of all concerned. He questioned who would be
that Administrative Board in Edgewater that this Bill makes
reference to. He felt that they needed to check into what the
feasibility would be for having the Bylaws and the Charter of the
Building Trades Regulatory and Appeals Board to include the
comprehensive duties and responsibilities of this Administrative
Board. He stated that they may need more help with it than just
the Fire Official and Building Official, they may need the City
Attorney to look at this.
Mr. Fischer stated the Board needed to ask the question are they
the Board that is named as the Administrative Board, if not, then
who is?
Chief Vola stated that it is required by State Statute. Whether
or not that the Building Trades Regulatory and Appeals Board is
the Board identified to assume this responsibility is another
matter. It is necessary to look at the makeup of the Board
required by Statute, to see if our Board fits the State Statutes,
and also to decide if they want to become involved in this as a
Board. He stated that he had no complaints to it.
Mr. Hayman stated the Board presently does not have the expertise
to hear complaints because we are not represented by a duly
Certified Fire Inspector Official.
Mr. Howard stated even if we had someone with the expertise from
the Fire Department, the Bylaws of this Board do not allow us the
jurisdiction or the leeway to sit on a case of dispute between
the Fire Chief and the Building Official.

Enclosed is a copy of the recent amendment to Appendix 0 of the
Standard Building Code. Please take note of it for any applications for
permits filed after April 30, 1990 will be required to comply.
For masonry, particular attention should be paid to Section 0102.2
Columns and Section 0102.3 Roof Construction.
For Wood Construction, the primary requirement is that fasteners, that
meet or exceed the uplift and loading, be used to connect framing
members from the rafters or trusses through the plates, studs, sills,
floor system and foundation wall (or stemwall) into the footing and the
reinforcing placed there. This will require using fasteners that are
rated to sustain the loads stipulated on your truss design for the
trusses and as shown on the attached chart for the other connections.
It will be necessary that you indicate by brand name, design number of
loading (or uplift) capacity on your plans what connectors, or methods
of connections, will be used from the footing up to the truss (or roof
framing). Truss anchors or connectors can be stipulated on the truss
design plan.

they can truly act in behalf of the license holder. This is
to assist with any questions that might arise during the
permit process.
Remember to have permit number on hand when you call or come
into the office.

0102.2.1 A reinforced concrete column shall consist of a
masonry cell poured solid with concrete with one 5/8 inch
reinforced rod extending from the footing to the tie beam with a
minimum overlap of 24 diameters. A reinforced concrete column
shall be required at all corners and adjacent to any corner
opening exceeding four (4) feet in width, and adjacent to each
side of any wall opening exceeding nine (9) feet in width.
0102.3 Roof Construction -- Rafters and Trusses

All such rafters and roof trusses shall be securely fastened to
the exterior walls with approved hurricane anchors or clips or
approved metal strapping embedded in..the concrete tie beam.
D103 WOOD CONSTRUCTION
0103.1 Fasteners and Connectors
D103.1.1 A continuous load path between footings, foundation
walls, studs and rafters shall be maintained by approved
fasteners, connectors or other aproved methods to securely tie
the roof system to the foundation.
D103.1.2 Fasteners shall be installed in accordance with Table
1705.1 of Chapter 17. Approved connectors, anchors and other
fastening devices not included in Chapter 17 shall be installed
in accordance with the manufacturer's recommendations.
0103.2 Roof construction -- Rafters and Trusses
All such members shall be securely fastened to the exterior
walls with approved hurricane anchors or clips.
SECTION II: A certified copy of this Ordinance shall be filed
in the Office of the Secretary
of
State

within ten (10) days after enactment, and
this
Ordinance
shall take effect upon
receipt
of

acknowledgment from that office that said Ordinance has been
