01-18-1990 o o CITY OF EDGEWATER BUILDING TRADES REGULATORY AND APPEALS BOARD JANUARY 18, 1990 Mr. Jack Hayman, Chairman, .called to order regular meeting of the Building Trades Regulatory and Appeals Board, January 18, 1990, at 7:00 P.M., in Edgewater City Hall. ROLL CALL Members present were: Jack Hayman, Douglas Cole, Lester Yarnell, and John Ciaffoni. Les Ogram arrived at 7:54 P.M. Also present were Dennis Fischer, Building Official, Frank Conrey, Electrical Inspector, Jan Morris, Plans Examiner, and Lisa Miller, Recording Secretary. MINUTES The minutes of the July 20, 1989 and September 21, 1989 were read to the Board and presented for approval. At that time Mr. Hayman asked if there were any corrections or deletions to be made to the minutes. Finding there were none, he stated that the minutes stand approved as read. NEW BUSINESS RECOMMENDED AMENDMENT TO ELECTRICAL CODE Frank Conrey, Electrical Inspector, stated the first item to be discussed, the adoption of the 1990 National Electrical Code and all amendments thereof to be adopted from time to time by the National Electrical Code and all amendments thereof to be adopted from time to time by the National Fire Protection Association. He recommended the 1990 National Electrical Code and any amendments thereof be adopted, that it go into effect automatically January 1. Mr. Fischer stated that amendments are written down as you go along from year to year and every three years all Codes are reprinted and all changes are recognized. He stated that Mr. Conrey had gone through the existing Electrical Ordinances and cleaned it up. There are some things that need to be deleted as it is old technology. Some of the wording is being changed around. Mr. Conrey stated that the City Electrical Ordinances were up in 1975. Mr. Fischer stated we are trying to take a look at the City Electrical Code and get the '90 NEC adopted without making a lot of changes to it. We cannot delete anything but we can add to it. We'd like to get the Board to recommend to Council that it be adopted. Mr. Conrey stated that if additions or anything that Ordinances could be done in with now which is January and this is passed the way it is, any you want to change as to City the time period that we're dealing February. Mr. Fischer stated that Mr. things that were to be added Code has in it right now. Conrey should read through the that go above and beyond what the Mr. Conrey read through the changes that were to be made. He asked if there were any questions on the changes. As there were none, he went to the subject of additions to the Electrical Ordinances. There was discussion on the item #2 stating that ceiling fan height should be 7' from the floor at the blades. o o Mr. Cole was concerned about the height of ceilings in older homes. He questioned if this was just for new houses. He stated that several years ago they dropped the ceiling height. Mr. Conrey stated that the National Electrical Code does not address the height, but states you should follow listed type instructions in the fan package. The instructions indicated the blades are supposed to be no lower than 7'. There was some discussion about item #6 regarding the wIrIng of a single family residence or a two family residence with some kind of wiring piping system instead of using Romex wire. Mr. Ciaffoni asked what if someone wanted to build a triplex. Do they have to put in a rigid conduit. Mr. Fischer it. He also dwellings. triplex. stated yes. You had to run a ground conductor with stated that this Code covers one and two-family You jump into another bracket when you go to build a Mr. Ciaffoni asked if it could be changed to three family. This would coincide with requirements for State Licenses. That is their dividing point between Residential and Building Contractor. Mr. Conrey asked to read the way it was stated now. 7-80. As to all wiring for public garages, filling stations, school houses, theatres, churches, auditoriums, hotels, rooming houses of over 15 rooms, apartment houses over three apartments, business commercial and industrial buildings of fire-proof construction shall be installed with a piping system. Mr. Ciaffoni asked if we could change Frank's recommendation to read three as that is the way the State had determined the cut off between Residential and Contractor. Mr. Hayman stated that the question is the use of the descriptive phrase "apartment house." It is the same as duplex and triplex. He stated that the definitions would be in the Code and he thought they would by synonymous. Mr. Fischer stated to residential units. That have in the book now. word it anything over three family would make it synonymous with what we Item #8. Mr. Hayman questioned the power in advertising stating that his brother was in the sign business. The question was in building his signs he has to install wiring transformers in the box and then he installs the sign. An electrician takes the power from the pole to the sign. How does it effect him. Mr. Conrey where the the sign. stated that normally_a journeyman runs the cable to sign is, but the sign man has the license to install Mr. Fischer stated that if there is a junction box out there similar to a water heater, the plumber comes in and takes out the old water heater and puts in the new one. Then he hooks the two wires right back to it because it's already provided. He can't go any further back to the panel to run the feeder lines. Mr. Conrey stated that most people don't realize that Art. 600- 2 says that there is supposed to be some kind of disconnect means to the sign itself. That's the reason an electrical contractor needs to be doing the work. Item #9. Mr. Conrey went on to the next item concerning continuous supervision of the journeyman electrician and helpers by a Certified Electrician while they are on the job site. He stated that there was nothing wrong with them being left for ten minutes while they go to a coffee shop, but he doesn't want it where they would be left by themselves all day. ~ o Q Ms. Morris asked if electrician. he wanted it stated a journeyman Mr. Fischer stated that they might want to put it as "Licensed Electrician" so it could mean either Journeyman or Master. Mr. Conrey read the item concerning Competency Card renewal. There was discussion regarding if this was for new people or if was just for renewals. Mr. Ogram arrived at this time,7:54 P.M. Mr. Ciaffoni stated that they were saying that anyone who tried to renew their Comp Card after October 30 would have to come before the board to be approved. Mr. Conrey stated that he would like to raise the Competency Card fees. At present they are Free for State Certified people, $10.00 for State Registered, and $5.00 for Journeyman. He suggested that they be raised $2.00. Mr. Hayman questioned the amount. Mr. Conrey stated he was taking into consideration the cost and time it would take to mail out renewals. Mr. Fischer stated that $2.00 across the board was not selective and it would be adequate to cover the estimated fees to get the renewals out. It would also help everyone get their renewals back in time. He stated that it would help in getting permits processed. Everybody would have their Comp Cards. Anyone coming in late would have a late charge. Mr. Ciaffoni made a motion for the Comp Card fees to be raised $2.00 across the board. Mr. Yarnell seconded the motion. Motion passed 4-1 Mr. Ogram voted no. Mr. Hayman stated that we're going to raise Comp Card fees in the amount of $2.00 per person to be effective September 1990. Mr. Conrey read item #11 regarding Section 7-61 concerning the length of time a permit would be valid. Mr Hayman asked if we didn't have an ordinance already that tells the length the permit is valid. Mr. Fischer stated that this parallels it. No interruptions for 90 days, permits are good for a year. You must commence work in 90 days. This has a job abandonment section in there for six months which is a more lenient than the three months standard on building construction work. · Mr. Conrey stated that until we get the computer system going, it's hard to track down all permits that come in and don't bother to call for a final inspection. This is not just electrical, its all permits. Mr. Fischer stated that an example of this was that when a pool was completed nobody informs us. If we are not told then there is never a final inspection. Mr. Conrey stated that another problem was that the City passed an Ordinance that requires all pools to have a fence. It is not supposed to be final without that fence and if there is an enclosure that it is done. This is to insure that the enclosure is grounded, but the enclosure itself is not required. Mr. Hayman thanked Mr.Conrey for his input. felt Mr. Conrey was doing an excellent job. He stated that he Mr. Ciaffoni made a the adoption of the amendments thereof. passed 5-0. motion to adopt the Electrical changes and National Electrical Code 1990 Edition and Mr. Ogram seconded the motion. The motion o o OLD BUSINESS Chairman Hayman stated the next item on the agenda is the signing of the Revised By-Laws. He asked Mr. Fischer to read them. Mr. Ogram questioned item #10 installer." He asked if installer." where it it should said "plumber and gas be "plumber and/or gas Mr. Fischer stated that it should be "and/or." Mr. Hayman stated that they'd entertain a motion to accept the City of Edgewater Building Trades Regulatory and Appeals Board By-Laws as read and changed at this meeting. Mr. Cole moved that we accept the By-Laws. Mr. Ciaffoni seconded the motion. Motion passed 5-0. Mr. Hayman asked if we were having a problem with the procedure we agreed upon for proof of Workmen's Compensation. Mr. Fischer stated that what we're doing is gIvIng us the certificates from the insurance companies and sole proprietors are signing the affidavit forms that were given to us by the State. Mr. Hayman asked for a copy of the State Sole proprietorship affidavit. MISCELLANEOUS The next item on the agenda was the Election of Officers. Mr. Ogram nominated Jack Hayman for the Office of Chairman. Mr. Yarnell seconded it. Mr. Yarnell moved that the nominations be closed. Mr. Cole seconded it. Mr. Hayman approved for Chairman 4-1. Mr. Hayman voted NO. Mr. Ogram nominated Mr. Ciaffoni for the Office of Vice Chairman. Mr. Cole seconded it. Mr. Yarnell motioned that the nominations be closed. Les Ogram seconded the motion. Mr. Ciaffoni approved as Vice Chairman 5-0. Mr. Hayman stated that he appreciated Mr. Yarnell's support all year. He also stated that one of the pressing things that they needed to be concerned about was the vacancies that we're going to have on the board for the coming year. There's going to be a challenge here for us. Mr. Fischer stated that if they knew of anyone who would like to volunteer their services that they should get them to come in .and fill out an application. Mr. Ciaffoni asked how many were coming up for next month. Ms. Morris stated that they had four vacancies coming up in February and two in April. Mr. Hayman asked to make a comment that it had been an enjoyable year for him. He'd gotten to know the City Building Department and Planning and Zoning Department. He feels that we are very fortunate in our City because everybody in the Building Department, the new as well as the old, is doing a hell of a job. He also hopes that in the last year, the Board has done something toward making their jobs better. He also spoke about the projected growth of Edgewater. Mr. Hayman asked if there was any other business. There was none so he asked for a motion to adjourn. Mr. Cole made a motion to adjourn. Meeting adjourned at 8:35 P.M. Mr. Ciaffoni seconded it. LIFE SAFETY CODE - 101-5-10-3 The placement and location of exit and emergency lights are to be agreed upon by the architect and approved by the Fire Department and the Building Department of Edgewater. Exit signs, require internally lighted exit sign, exit light must be lighted at all times building is occupied. 7-40-A Unlawful for persons not LICENSED ELECTRICIANS to install wiring, apparatus or equipment. CERTIFIED AND LOCALLY or repair electrical It shall be unlawful and a violation of this Ordinance for any person, not a Certified Master or Journeyman Electrician or owner/builder in accordance with the provisions of this ordinance, to do any electrical construction or make any repairs alterations, additions or changes to any existing system of electrical wiring, apparatus, or equipment for light, heat, power or advertising within the limits of the City of Edgewater. 7-40-B The working of helpers or apprentices performed under the CONTINUOUS personal supervision and accompanied by an Elect~ician. ;\ /.- ( ty-v;,'-" 10) Recommend Renewal Notices of Certification of Competency Cards and Licenses be mailed out the 3rd week of August to holders. These would be due on or before September 30th. If this statement is not received after the above mentioned six (6) month period, no further permits will be issued to that Master Electrician until receipt of statement! In the event that any work has been performed, the Master Electrician shall furnish the Code Administration Divis- ion with a notarized letter that all permitted work meets the National Electric Code and Electrical Ordinances. 12) ADD 7-40-C Section All Code Violations fo~~__qn t,he Electrical inspection of new .!.)e~~el '"l.'~~' ,,~ and renewal of ~u~i"e s shall be performed by a Electrical Contractor by permit and final inspection upon completion.
