A RESOLUTION OF THE CITY OF EDGEWATER,
FLORIDA, PLEDGING FINANCIAL SUPPORT FOR THE
WATER QUALITY INFRASTRUCTURE GRANT
THROUGH VOLUSIA COUNTY TO SUPPORT INCERTEC;
AUTHORIZING RECORDING; REPEALING
RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING
FOR SEVERABILITY AND APPLICABILITY AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, Incertec purchased the old Factory Direct building at 4100 S Ridgewood
Avenue in December of 2024; and
WHEREAS, Incertec is a metal finishing and processing company within the targeted
aerospace and aviation industry; and
WHEREAS, Incertec plans to build a 50,000 square foot building expansion and plans to
create an additional 150 new jobs with an average annual salary of $54,000; and
WHEREAS, The Water Quality Infrastructure Grant program is a financial assistance
program to assist business entities that have an operational need to improve existing or create new,
wastewater treatment systems; and
WHEREAS, The Water Quality Infrastructure grant will enable Incertec to build onsite a
pre-treatment system that treats wastewater to residential standards; and
WHEREAS, The Water Quality Infrastructure grant requires a 20% match from the host
City up to the maximum award amount of $750,000; and
WHEREAS, The City Council finds it would be in the best interests of the City and its
residents to support Incertec in the Water Quality Infrastructure Grant program.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater,
Florida:

SECTION 1. AUTHORITY
The City Council of the City of Edgewater has the authority to adopt this Resolution
pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida
Statutes, Chapter 177.101(5), and Article IX (Application Procedures) of Chapter 21 (Land
Development Code) of the City of Edgewater.
SECTION 2. PLEDGE OF FINANCIAL SUPPORT
The City of Edgewater pledges financial support to Incertec for the Water Quality
Infrastructure Grant which will enable Incertec to build onsite a pre-treatment system that treats
wastewater to residential standards. The City of Edgewater, as the host City, will provide a 20%
match of the grant up to the maximum award amount of $750,000.00, which will obligate the City
to provide up to $150,000.00 in matching funds.
SECTION 3. RECORDING
A certified copy of this Resolution shall be filed with the Volusia County Property
Appraiser and duly recorded into the Public Records of Volusia County, Florida, by the Volusia
County Clerk of Court.
SECTION 4. CONFLICTING PROVISIONS
All resolutions or parts of resolutions in conflict herewith are hereby repealed.
SECTION 5. SEVERABILITY AND APPLICABILITY
If any portion of this resolution is for any reason held or declared to be unconstitutional,
inoperative, or void, such holding shall not affect the remaining portions of this resolution. If this
resolution or any provisions thereof shall be held to be inapplicable to any person, property, or
circumstances, such holding shall not affect its applicability to any other person, property, or
circumstance.

SECTION 6. ADOPTION AND EFFECTIVE DATE
This resolution shall take effect upon adoption.
