A RESOLUTION OF THE CITY OF EDGEWATER,
FLORIDA, ACCEPTING THE CHANGE ORDER FOR
CONSTRUCTION, ENGINEERING, AND INSPECTION
SERVICES FROM MEAD AND HUNT FOR PHASE A OF
THE G2-G11 CDBG GRANT; AUTHORIZING
RECORDING; REPEALING RESOLUTIONS IN CONFLICT
HEREWITH; PROVIDING FOR SEVERABILITY AND
APPLICABILITY AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, The G-2/G-1 I Gabordy Canal Improvements represent one of Edgewater's
largest and most significant infrastructure investments, funded through a $14.7 million CDBG-
Mitigation Grant from Florida Commerce; and
WHEREAS, Mead and Hunt, Inc. was awarded RFQ 23-ES-02, Professional Services
Agreement CDBG-MIT Design and CEI Services for the G-2/G-I 1 Canal Improvement Project;
and
WHEREAS, the City of Edgewater awarded the Phase A Construction portion to Masci
General Contractor, Inc. at the December 11, 2025 regular City Council meeting; and
WHEREAS, Mead and Hunt, Inc. have proposed the following CEI services agreement
for project management, construction phase services, and project closeout; and
WHEREAS, the requested change order from Mead and Hunt, Inc. defined in Exhibit "A"
is $308,194 and Mead and Hunt, Inc. is within the budgeted amount of CEI services within the
CDBG grant.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater,
Florida:
SECTION 1. AUTHORITY
The City Council of the City of Edgewater has the authority to adopt this Resolution

pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida
Statutes, Chapter 177.101(5), and Article IX (Application Procedures) of Chapter 21 (Land
Development Code) of the City of Edgewater.
SECTION 2. APPROVAL OF CHANGE ORDER
The City of Edgewater approves the change order for construction, engineering, and
inspection services from Mead and Hunt, Inc. in the amount of $308,194.00 as set forth in Exhibit
"A."'
SECTION 3. RECORDING
A certified copy of this Resolution shall be filed with the Volusia County Property
Appraiser and duly recorded into the Public Records of Volusia County, Florida, by the Volusia
County Clerk of Court.
SECTION 4. CONFLICTING PROVISIONS
All resolutions or parts of resolutions in conflict herewith are hereby repealed.
SECTION 5. SEVERABILITY AND APPLICABILITY
If any portion of this resolution is for any reason held or declared to be unconstitutional,
inoperative, or void, such holding shall not affect the remaining portions of this resolution. If this
resolution or any provisions thereof shall be held to be inapplicable to any person, property, or
circumstances, such holding shall not affect its applicability to any other person, property, or
circumstance.
This resolution shall take effect upon adoption.

This Task Order imi conformance with the Contract for G2-G11 Canal Improvement Project RFG 23-ES'
O2. Contract No, 19-S0-821F dated April al-tN23 between the City of Edgewater (CITY) and Mead &
Hunt. Inc. (MEAD & HUNT) and is referred to herein as the Contract.
PROJECT UNDERSTANDING
Under the State of Florida, Department of Economic Opportunity (DEO) Agreement No. IRD24 executed on
June27. 2022. the City of Edgewater was awarded Community Development Block Grant Mitigation
(COBC-[N|T)funds of$14.G87.GGG.00byOEOfor the improvements tmthe G-2and G-11 canals. The G2
and G-1 1 canal drainage basin is approximately 350 acres of urbanized low elevation areas that are prone
to flooding. During hurricane events when there is heavy rainfall and a significant tidal surge, backflow from
the Indian River through the Gabordy Canal reducing the ability of the G-2 and G-1 1 canals from effectively
preventing flooding in the service area. When the canals are unable to properly drain the service area.
floodwaters damage homes and create the risk nfpermanent housing loss.
To facilitate the implementation, the overall project has been structured in a phased approach. Group
represents storage and conveyance improvements, vvhiioGroup 8 includes pumpinQ, basin divemion,
and additional storage enhancements. The Group A projects were identified as those that could be
implemented more quickly due to the ease of design and permitting. This strategy allows Group A
improvements to progress to the construction phase while completing the design and permitting of the
Group Bimprovements.

The CITY recently received construction bids for the Group A improvements. The bid award is planned for
December, and construction is expected to start in January 2026 and to take seven (7) months to complete.
SCOPE OF SERVICES
After receipt of authorization to proceed, MEAD & HUNT will provide the following services:
PHASE 1 — PROJECT MANAGEMENT
Proiect Coordination
MEAD & HUNTS Project Manager (PM) will initiate the project and manage the budget and schedule,
manage project staffing, manage project coordination, and schedule quality management processes for
work products. The PM will monitor progress throughout the project and prepare monthly invoices for the
CITY. It is estimated that these services will cover the estimated 8-month project duration which includes
the 7-month construction period and additional time for project startup and closeout.

MEAD & HUNT will provide the following services during construction.
Construction Contract Execution
MEAD & HUNT will coordinate the execution of the construction contract between the CITY and the
contractor, including reviewing insurance certificates for proper limits and coordinating the recording of
the public construction bond(s) by the contractor.

MEAD & HUNT will incorporate applicable bid -phase modifications to the engineering drawings and
technical specifications and provide those to the CITY (in electronic format) for inclusion in the contract
documents.

Pre -Construction Meeting

actions.

MEAD & HUNT will review up to ten (10) contractor RFI's related to clarification of the design intent and
provide responses to the contractor per the construction contract requirements. MEAD & HUNT will

Field/Change Orders
MEAD & HUNT will prepare, issue, and coordinate up to five (5) field orders, requests for proposals
(RFP's), and change orders in coordination with the CITY. MEAD & HUNT will maintain a log of field
changes and pending changes. MEAD & HUNT will provide assistance during negotiations of contractor
cost proposals and will review claims and provide recommendations to the CITY.

Site Visits
MEAD & HUNT will conduct up to sixteen (16) site visits during construction to monitor construction. These
visits may be combined with attendance of construction progress meetings, substantial/final completion
reviews, or other site visit needs.

Construction Observation
MEAD & HUNT will provide resident project representative (RPR) services for construction observation and
documentation for the estimated seven (7) months of construction activity. The level of RPR work effort will
vary based on the contractor's schedule and work efforts, along with the CITY's needs.
The RPR will observe the construction activities, review conformance with contract documents, observe
quality assurance testing, maintain a detailed log including red -line construction drawings, field verify
work quantities, and collect/forward and verify resolution of resident/property CITY complaints. These
efforts will be documented in electronic reports of construction and will include construction photographs.
A resident/property owner complaint log including information regarding complaints and their resolution
will be maintained.

Pay Applications
MEAD & HUNT will review up to seven (7) monthly payment applications from the contractor and provide
a written recommendation for payment to the CITY based on construction progress. MEAD & HUNT will

drawings, stored materials, release of liens, and as approved change/field orders.

Substantial and Final Completion
MEAD & HUNT will determine substantial completion and attend substantial and final walkthroughs. RPR
will document the list of outstanding items at both substantial and final walkthroughs and verify
completion of outstanding items before final closeout.

Items under this phase include out-of-pocket direct job expenses such as reproductions, postage, permit
application fees, etc. Items included in this phase will be billed at actual cost.
PHASE 5 — CONTINGENCY
If additional services are identified as needed or required during the duration of the project, MEAD &
HUNT will request written approval from the CITY to utilize contingency funds for any additional work
items. MEAD & HUNT will not bill against the contingency funding without prior authorization from the
CITY.

date of submission. If authorization to proceed is not received during this period, this proposal may be
withdrawn or modified by MEAD & HUNT.
