Minutes
CALL TO ORDER:
Chairman Dan Blazi called The Police Pension Board Special Meeting to order on
Wednesday October 10,2007 at LOO p.m. in the City Hall Conference Room.
ROLL CALL:
Chairman Blazi conducted the Roll Call for the Police Pension Board Meeting. Members
present were Ferdinand Heeb, Gary Conroy, Lawrence Leaf, and Dan Blazi. A quorum
was established. Also present were Personnel Director Donna Looney and David
Gamell.
APPROVAL OF MINUTES:
Chairman Blazi called for a review and approval of the Minutes for the July 25, 2007
Edgewater Police Pension Board Regular Meeting.
MOTION
Gary Conroy made a motion to accept the minutes as read. Ferdinand Heeb seconded
this motion.
Motion carried unanimouslv
NEW BUSINESS:
Florida State Police and Firefighters Pension Conference
Dan Blazi presented to the Board the Checks from Principal that covered the costs for the
upcoming Florida State Police and Firefighters Pension Conference. Dan Blazi advised
the Board that he had utilized his credit card to hold the rooms for the conference. This
was due to problems in the past with the disbursement of funds in previous conferences.
It was found that the City had initially pulled funds from the Police Department budget,
and once Principal reimbursed the city, those monies were not put back into the Police
Department budget. Solutions to remedy this problem were tabled for later meetings.
OLD BUSINESS:
Dan Blazi informed the Board that Lee Dehner had received the necessary paperwork to
review the Pension Plan for incorporation of amendments, and a possible restating of the
plan for Counsel Review.
Dan Blazi also informed the Board that actuary Tonya Niday was calculating David
Gamell's final average compensation. Discussion was initiated about David Gamell's
circumstance, and the fact he was now beyond his 20 years as an employee. Florida
Statutes in relation to disability retirement and medical insurance were also discussed.

CLAIMS PROCEDURES:
Dan Blazi presented the claims procedures that had been submitted by Lee Dehner on
previous meetings. Dan Blazi entertained a motion to initiate the procedure, and to
conduct an initial hearing for the possibility of a disability retirement for David Gamel!.
David Gamell stated he wished to have a medical retirement.
MOTION .
Gary Conroy made a motion to initiate the claims procedure and conduct an initial
hearing for David Gamell's request for a disability retirement. Ferdinand Heeb seconded
this motion.
Motion carried unanimously
It was found during the time of the initial hearing that all of the necessary paperwork to
come to a determination was not available. David Gamell was advised on steps to help
expedite the claims procedure. Dan Blazi asked about the possibility of utilizing the
workman's compensation independent medical examiner as the independent medical
examiner for David Gamell's claim. That information was not available for review.

In summary the board had received the claim, and further review of the hearing would be
tabled for later meetings on receiving the necessary information.
MISCELLANIOUS:
Dan Blazi presented to the Board a possible problem with the retirement of Bret
Teitelbaum. Dan Blazi informed the Board that it had been noticed Bret Teitelbaum's
final year's average final compensation did not include his final two years. Dan Blazi
informed the Board that Principal had not made a mistake in this calculation, but had
made a legal interpretation of the definition on the final average compensation. This was
tabled for later meetings for review.
ADJOURNMENT:
With no further business to discuss, Chairman Blazi called for a motion to adjourn.

Gary Conroy made a motion to adiourn. This was seconded by Lawrence Leaf
Motion carried unanimously
The meeting was adjourned at 1 :55 p.m.
