2026-R-06 - Adopting Wastewater Treatment Plant Master PlanRESOLUTION NO. 2026-R-06 A RESOLUTION OF THE CITY OF EDGEWATER, FLORIDA, ADOPTING THE WASTEWATER TREATMENT PLANT MASTER PLAN; ACCEPTING THE FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS CONTAINED THEREIN; AUTHORIZING IMPLEMENTATION CONSISTENT WITH AVAILABLE FUNDING; REPEALING RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY AND APPLICABILITY AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City of Edgewater owns and operates a Wastewater Treatment Plant serving the City's utility service area; and WHEREAS, the City prepared a Wastewater Treatment Plant Master Plan to evaluate existing capacity, projected growth, and long-term infrastructure needs; and WHEREAS, the Wastewater Treatment Plant Master Plan was presented to the City Council at a workshop on January 14, 2026; and WHEREAS, the Wastewater Treatment Plant Master Plan establishes a projected ultimate sewage generation rate of approximately 8.13 million gallons per day from an ultimate population of approximately 80,000 persons; and WHEREAS, the Wastewater Treatment Plant Master Plan identifies a phased construction methodology to increase treatment capacity to approximately 8.25 million gallons per day on the existing wastewater treatment plant site; and WHEREAS, the Wastewater Treatment Plant Master Plan incorporates population projections prepared by the Bureau of Economic and Business Research specific to the City of Edgewater utility service area; and WHEREAS, the City entered into a utility service agreement with the Deering Park development on November 3, 2025, requiring wastewater treatment capacity in defined increments by specific dates; and WHEREAS, the combination of projected population growth and contractual utility service commitments requires the first phase of capacity expansion to be operational by 2033; and 2026-R 03 WHEREAS, the Wastewater Treatment Plant Master Plan identifies Phase 1 improvements to increase permitted capacity from 2.75 MGD to approximately 4.135 MGD at an estimated cost of $93 million; and WHEREAS, the City has been awarded approximately $19.1 million in grant funding from the Florida Department of Environmental Protection to offset the cost of the expansion, with expenditures required by 2031; and WHEREAS, the City Council finds it to be in the best interests of the City and its residents to adopt the Wastewater Treatment Plant Master Plan. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater, Florida: SECTION 1. AUTHORITY The City Council of the City of Edgewater has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. SECTION 2. ADOPTION OF MASTER PLAN The Wastewater Treatment Plant Master Plan, as presented to City Council on January 14, 2026, including the findings, conclusions, and recommendations contained therein, is hereby adopted. SECTION 3. IMPLEMENTATION City staff is authorized to implement the Wastewater Treatment Plant Master Plan in phases, subject to available funding, grant requirements, regulatory approvals, and further City Council action as required by law. SECTION 4. CONFLICTING PROVISIONS All resolutions or parts of resolutions in conflict herewith are hereby repealed. SECTION 5. SEVERABILITY AND APPLICABILITY If any portion of this Resolution is held invalid or inapplicable, such holding shall not affect the remaining provisions. 2026-R-03 2 SECTION 6. ADOPTION AND EFFECTIVE DATE This Resolution shall take effect upon adoption.
