This is a reminder and a request concerning the Volusia Forever conservation program:
Volusia Forever has received widespread approval since its adoption and inception.
Since 1986, Volusia County through the Endangered Lands Program
and Volusia Forever Programs has helped protect nearly 60,000 acres of land in the county
through partnerships with state agencies. Volusia Forever was created in 2000 when the citizens
of Volusia County voted to tax themselves .2 mills over 20 years to protect the county's natural
biodiversity. Voters renewed it for another 20 years during the November 2020 election. To
stretch these dollars as far as possible, Volusia Forever forms partnerships with federal, state,
water management district and local agencies that are committed to protecting natural resources.
Through these combined conservation efforts spanning nearly four decades, the programs have
made significant strides in preserving the county's natural heritage for future generations.
Way back in 2000, the initiative received a significant 61 % of the voter's approval. Move
forward in time to the year 2020, and an impressive 75.5% of voters expressed strong support for
the land conservation program, a percentage that exceeds the approval ratings, (if not the
popularity) of any current or past elected county council official.
There is a 25-year precedent in Volusia County of never selling land acquired through the
program, coupled with a proven track record of establishing strong partnerships, always with
county attorneys participating in these discussions. The benefits of land conservation? Improved
water quality; flood prevention; biodiversity; recreational opportunities; cultural preservation;
agriculture; to name a few.
I should add that Volusia Forever is a willing seller program, providing landowners with various
options.
Volusia County has been a leader for twenty-five years in land conservation. We are requesting
that a consensus letter be sent to the Volusia County Council, supporting perpetuity and partner-
ships for the Volusia Forever program.

Ms. Long, the City Clerk/Paralegal asked me to provide an explanation regarding the
City Hall property. In 1948, the property on which the City Hall is located was deeded
to the City by the owner, Village Improvement Association of Edgewater. The deed
included a restriction that the City could not sell, barter or exchange the property. In
July of 2015, the City Council directed me to itritiate a lawsuit to void the deed
restriction. After a hearing before the court, a final declaratory judgment voiding the
deed restriction was entered. The judgment was recorded in the public records on
October 21, 2015, effectively concluding the litigation. Please let me know if you have
any questions.
