07-20-1989 Q o CITY OF EDGEWATER BUILDING TRADES REGULATORY AND APPEALS BOARD JUL Y 20, 1989 MINUTES Chairman, Jack Hayman, called to order a regular meeting of the Building Trades Regulatory and Appeals Board, July 20, 1989, at 7:00 p.m., in the Edgewater City Hall. ROLL CALL Members present were: Jack Hayman, Doug Cole, Lester Yarnell and John Ciaffoni. Les Ogram arrived at 7:10 p.m...Also present were Dennis Fischer, Building Official and Kathy Cornelius, Recording Secretary. Members Larry Swets and Raymond Gagnor were excused. MINUTES The minutes of April 20, 1989 were presented for approval. Mr.Ciaffoni made a motion to approve the minutes as presented. Mr. Cole seconded the motion. Minutes APPROVED 5-0. NEl..J BUS I NESS REVISION OF BY-LAWS IMPACT OF CITY CHARTER REVISIONS Mr. Hayman stated he was a member of the Charter Review Committee. He stated it looked like the Council was going to ask the committee in a workshop recommend changes in the administrative code. The Committee will have the draft for the Council in the next sixty days. There will be hearings. He stated the Board will have to sit down and make changes in their by- laws to reflect the charter changes. Mr. Fischer stated they had put in their by-laws the Boards responsibilities and duties when they changed the name. Mr. Ciaffoni stated he felt the Board should have more than four meetings a year. He also stated that Occupational license should be reviewed by the Board. He clarified his statement to say new applicants other than State Certified. Mr. Ciaffoni stated that go before the Board in license. in New Smyrna the contractors have to order to receive their occupational Mr. Hayman asked if anyone else had any other what we need to do in reviewing the by-laws to new charter changes. Do we all agree that we homework and be ready other than have the City us and tell us what we have to do. comments as to comply with the need to do our Manager come to o 2 o Mr. Cole said the quarterly meeting was mentioned and he stated the Board was the one who sat that up, they use to have one every month. Mr. Fischer agreed and said back then they were reviewing ordinances for the appeals part of it but they were not reviewing applicants for new licenses therefore they didn't have anything to do and they set the meetings to quarterly. He added he had talked to John about it and just as an idea if we are going to think about looking at new licensures other than certified then we might think about instead of quarterly meetings to jump it up to six times a year, meaning every other month. Other cities have had a gripe session on a workshop basis, where people come in and say "Hey, I don't like the way you are doing this", etc. on a workshop basis. If you don't have anything for a workshop then you don't have to meet on those months. We could alternate our months with a workshop. But we would still meet every other month. If we have a lot of interest then we could have a workshop then our regular meeting. The contractors could come and ask questions or something else. Mr. Hayman stated that was an excellent suggestion. a motion to proceed with meetings of this kind. He asked for Mr. Yarnell made a motion to have a meeting every other month. Mr. Fischer stated that is something that needs to go into the By-Laws or this new charter. Mr. Hayman stated a motion was made to meet every other month. The Board and Mr. Fischer discussed the motion. Mr. Hayman stated they would have regular meetings" workshop meeting and special meetings, with the regular meetings being 6 times a year or every other month, and workshop meetings alternately with the regular meetings. I don't know if we want to discuss a day or not. Mr. Fischer said they need to set a time of the month and the months. You may want to say the Building Trades Board will meet on the 3rd Thursday on January, March, May, July and September and November. You don't need to put it all in there because the Chairman can call a workshop. Mr. Yarnell amended his motion to reflect the meetings taking place the months previously stated by Mr. Fischer. Mr. Ogram seconded the motion. Motion APPROVED 5-0. OLD BUSINESS: Mr. Hayman asked if the City had written a letter to Mr. Cox to ~",hich Mr. Fischer replied "yes, they did." Mr. Hayman also asked about the surety bond. Mr. Fischer stated a letter had been sent to Susan Wadsworth and will probably be o o 3 forwa~d on to the City Manager now. back on the agenda we can make this when the new comp cards come due. He said if we can get this effective October 1, 1989 ELECTRICAL MAIN DISCONNECT Mr. Hayman stated this was tabled to get more information. Mr. Fischer stated Volusia County was the only one requiring this main disconnect. He read the ordinance they had past on August 4, of last year. He stated since then they have gotten a lot of input and complaints and it went back to staff to look at it again. He stated the Fire Department supported the ordinance as written and the Building Department supported it. He stated the County Council has sent it back to the building Department to be reviewed once again and he understood by talking to Hugh Gordon the Council is against the ordinance 5-2. He added the rest of the Cities and counties said adopted the National Electrical Code and had not addendums to it. He said New Smyrna said they had it utility ordinance and then pulled it. they had made any in their Mr. Hayman said the concern of the construction industry was the added cost to the consumer, which is figured about $100. at this point but as prices go up what will it be. Mr. Fischer read the National Electrical Code again stating the main service disconnect can be inside or outside in a readily accessible area, in five feet of the meter. The Board then stated this could also affect the location of the electrical panel. The Board stated that Florida Power & light was creating a problem within the Shores by running down between the residences there. Mr. Fischer stated the people who write the National Electrical Code are a lot more knowledgeable in this business then I am and if they thought that the residential disconnect should be located on the outside of the resident then I think you would see it in this book. He stated what they preach is if there is something that you don't like then write code revisions and they will put in on their agenda. Mr. Fischer stated the in majority of all homes the disconnect is in the garage. Mr. Ciaffoni made a motion motion seconded by Mr. Ogram. to leave the disconnect as it Motion APPROVED 5-0. is, ELECTRICAL PANEL LOCATION Mr. Hayman stated we have already discussed the panel. Mr. Fischer stated we do not allow them in bathroom, kitchens, clothes closet. He added it would be up to the Board to eliminate other areas such as sleeping areas. The Board discussed the location of the panel. Mr. Fischer stated you have to have a three foot opening on the o 4 o front for the electrical panel. Mr. Cole made a panel as it is. APPROVED 5-0. motion to Motion keep the seconded location of the electrical by Mr. Ciaffoni. Motion MANUFACTURED FIREPLACE CHIMNEY CHASE Mr. Fischer said he had talked to Howard Hobbs in the County in regards to this. He stated the only thing the county does with manufactured fireplaces is request the manufacturers booklet with the framing inspection to make the manufacturers suggestions for the installation has been followed. Mr. Fischer stated the biggest thing is you can't go buy parts from different manufacturers and put them together because they just won't go, but some of these guys try to put them together anyway. He added if you want to get into requiring a chase around the chimneys then we can. Mr. Ciaffoni stated that some of these areas are too hard to get to especially in the corners. Mr. Cole made a motion to use the manufacturers suggestion for manufactured fireplace chimneys and for the Contractors to leave the manufacturers installation booklet in the fireplace at the time of the framing inspection. Mr. Ciaffoni seconded the motion. Motion APPROVED 5-0. The Board asked that the new electrical inspector be invited to the next meeting.
