Minutes - Special Meeting
Chairman Ogram called the special meeting to order at 7:05 P.M. in the Council Chambers
of Edgewater City Hall.
ROLL CALL
Members present: Messrs. Hall, Ogram, Cole and Cox. Also present: Beth Beeco, Secretary.
OLD BUSINESS
Review of applications for Board membership and recommendation to City Council to fill
vacancies.
Mr. Ogram stated that the sole purpose for this meeting was to review the six applications
and make recommendations to the City Council to fill our vacancies. He asked the members
if they had read the applications and if they knew any of the applicants.
Most of the members knew John Ciaffoni and Larry Swets.
Mr. Cox said he had gone over the applications and wanted to review them one by one.
He mentioned the architect seemed to have a wide variety of positions and they were quite
impressive. He said he would prefer to have someone local, but there was no one local
interested or available to serve on the Board. He then mentioned Mike Coleman's application
and that there was really not much information provided on it.
Mr. Cole mentioned that Frank Hall already filled the plumbing opening on the board, so
it would be better to fill the recommended positions that are open if we can rather than
have two plumbers.
Mr. Ogram said we would be a board of seven and we needed to recommend at least three
applicants to the Council.
Mr. Cole said he knew Mr. Ciaffoni and Mr. Swets.
Mr. Cox proceeded to Mr. Yarnell's application and said he didn't mention his field of
expertise. None of the other members knew Mr. Yarnell.
Mr. Ogram stated that we do have members at large, but it is preferred to have knowledgeable
persons on the board. The Board reviewed Mr. Hempe's application and decided that a
contractor would cover the carpentry field.
Mr. Cole thought we should go with the two applicants the members knew.
Mr. Cox said he would recommend Swets, Ciaffoni and Bumpus.
Mr. Ogram asked for a motion.
Mr. Hall said he would go along with those three.
Mr. Ogram questioned having two general contractors and if that was good or bad?
The secretary noted that the recommended members would be an engineer and an architect but
we really hadn't had much luck advertising. The applications we had were all that had been
submitted in the past l~ years.
Mr. Cox said Mr. Yarnell seemed to have had engineering experience on his resume' and
Mr. Cole wondered if it would be better to go with an engineer instead of an architect.
The secretary pointed out that it recommends both, but we don't have to. Mr. Ogram
pointed out that his resume' states he has an rcs construction engineering certificate.
Mr. Cole wondered if Mr. Bumpus would be able to attend the meetings as he was from
Daytona and the secreatry stated that Mr. Bumpus called the building department as
soon as the ad for members on the Board came out, and that he seemed interested and
had sent in his resume' the next day and called to make sure it had been received.

Mr. Cox asked if we needed a motion and Mr. Ogram said yes.
Mr. Cox made a motion that we submit Lester Yarnell for the engineer opening. Mr. Hall
seconded the motion and it passed 4-0.
Mr. Cox then made a motion that Larry Swets be recommended for the contractor. Mr. Cole
seconded. Motion passed 4-0.
Mr. Cox motioned that Daniel Bumpus, architect, be recommended and Mr. Hall second~d.
Motion passed 4-0.
Mr. Ogram suggested we recommend an alternate.
Mr. Hall made a motion that John Ciaffoni be the alternate and Mr. Cox seconded. Motion
passed 4-0.
There was no other business so Mr. Hall made a motion to adjourn and Mr. Cole seconded.
Meeting adjourned at 7:25 p.m.
