04-06-1983 Workshop ~ u ~ CITY OF EDGEWATER Building Code Board Workshop Minutes April 6, 1983 Mr. Howard called the workshop meeting to order at 10:45 a.m. in the Community Center. ROLL CALL Members present: Messrs. Howard, Hall, Cole and Troutner. Excused: Mr. Austin. Also present: City Attorney Jose' Alvarez, and Joan Taylor, Secretary. Mr. Howard noted that the workshop was called to discuss the Board's recommendations to Council concerning elevations for new residences and owner/builders' work being approved by State certified or State registered sub-contractors. Mr. Alvarez first wanted to discuss the Board's recommendation pertaining to an increase in reinspect ion fees. He explained that the ordinance was prepared and was adopted on first reading with the understanding that it be brought to the Building Code Board to be sure that the ordinance meets with the intent of the Board's recommendation as to the fines. After a lengthy discussion the members agreed that the Ordinance repre- sents their intent when they made the recommendation. The secretary was asked to sent a memo to Council advising that the Ordinance does represent the intent of the Board and should be adopted on second reading. Discussion went to the Boards recommendation that the finished floor elevations for new construction be a minimum of 12" above the crown of the road unless an increased height of elevation is required by the County Health Department for the elevation of septic tanks. The members agreed that the changes should read as follows: (1) Floor height of residential buildings shall be a minimum of twelve (12) inches above the crown of the nearest paved road or sixteen (16) inches above the crown of the nearest unpaved road. Commercial buildings shall be the same. (2) With the exception of new structures which will be affected by the higher elevation of surrounding structures within the confines of a city block, or by elevation requirements imposed by the County Health Department, then consideration shall be given by the Board upon recommendation by the Building Official as to keeping the floor level elevation in conformity with the surrounding area. The recommendation that owner/builders have their work approved by a State certified or State registered subcontractor was fully discussed. It was agreed that the problem is with the owner/builder who does the actual work himself and does not use the services of a subcontractor. It was agreed that an amendment to the necessary provisions of the Building Code should reflect the following: In the event an owner/builder chooses not to utilize the services of a State registered or certified subcontractor to perform the installation work in the areas of electrical, plumbing and mechanical trades he shall be required to provide the building official with evidence of prior inspettion and approval by a State certified or registered subcontractor of the work performed by the owner/builder in said" areas. The City Attorney recommended that the Board call a special meeting to act on the matters covered in this workshop, and to get with Council to answer any questions they may have before it gets to them at the Council table. He noted that on the last item, it is a minimal requirement for the owner/ builder. The members discussed the ordinance as it pertains to the Building Code Board.. They agreed that new by-laws should be drawn up and that there u Q should be an election of Chairman and Vice-Chairman at the next meeting. The members wrote a letter to the Chairman, Mr. Austin, requesting a special meeting to discuss the matters covered at this workshop.
