Building Code Board Meeting Minutes
April 15, 1982, 7:00 PM
Chairman Austin called the meeting to order at 7:11 PM in the conference
area of the Community Center.
ROLL CALL
Members present: Messrs. Troutner, Howard, Cole, Austin. Excused: Mr. Hall.
'Also present: Mr. Murphy, Building Official, Mrs. Winks.
APPROVAL OF MINUTES
Moved by Mr. Howard, seconded by Mr. Austin, and UNANIMOUSLY CARRIED, to
approve the minutes of the February 18, 1982 meeting.
OLD BUSINESS
Mr. Austin explained to Mr. Murphy that the inspection of driveways was
discussed at the last meeting. The Board felt that these should be inspected
to see that they have proper swales before they are put in. Mr. Murphy
responded that a permit is not required for a driveway, and that this should
be handled by the Street Department since a portion of a driveway is
usually built on City property.
The problem of owner builders doing their own electrical, air conditioning,
heating and plumbing work was discussed. The Board and Mr. Murphy agreed
that a Master Electrician and Plumber should inspect and sign off before
the Building Official is called to inspect the work. It was also the con-
census of the Board that all work in the City be done by State Certified
or State Registered contractors. The Board decided to send a letter to
Mr. Henderson, Mr. Mitchell and Council recommending several articles of
the Code Book be looked at for a change noting this.
The fee for reinspection by the Building Official was discussed. The Board
will send a letter to Council recommending this fee be increased to approxi-
mately $25.
There was a lengthy discussion on the drainage problem of lots in the City.
The problem is the way the different developers fill in their lots causing
water to drain on neighbors property.
Moved by Mr. Howard,seconded by Mr. Troutner, and UNANIMOUSLY CARRIED, to
recommend to Council that an Ordinance be drawn up requiring all lots be
sloped to drain to the nearest drainage system in projects that have a storm
drainage system, and in cases where a drainage system is not available, each
owner/developer shall be responsible for retaining surface water on his
own property.
The meeting was adjourned at 8:15 PM.
