99-O-21 ." v ORDINANCE 99-0-21 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EDGEW A TER, FLORIDA, ADOPTING A MILLAGE RATE OF 5.95 MILLS PER $1,000 OF ASSESSED TAXABLE VALUATION FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1999, AND ENDING SEPTEMBER 30, 2000 WHICH REPRESENTS A 4.80 PERCENT DECREASE FROM THE ROLLED BACK RATE OF 6.25; PROVIDING FOR CONFLICTING PROVISIONS, SEVERABILITY AND APPLICABILITY; PROVIDING FOR AN EFFECTIVE DATE AND FOR ADOPTION. WHEREAS, the City of Edgewater has made the following determinations: Pursuant to Section 200.065, Florida Statutes, it is necessary to adopt a millage rate for the fiscal year beginning October 1, 1999, and ending September 30, 2000, and to state the percent, if any, by which the millage rate to be levied exceeds the rolled-back rate. NOW, THEREFORE, BE IT ENACTED by the People of the City of Edge water, Florida: PART A. THE CITY COUNCIL OF THE CITY OF EDGEWATERHEREBY RECOMMENDS A MILLAGE RATE FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1999 AND ENDING ON SEPTEMBER 30, 2000. 1) A millage rate of 5.95 mills per $1,000 assessed taxable valuation is hereby adopted for the City of Edgewater, Florida, for the fiscal year beginning October l, 1999, and ending September 30, 2000. 2) The millage rate to be levied represents a four and eighty hundredths percent (4.80%) decrease from the rolled back rate. All conflicting ordinances and resolutions, or parts thereof in conflict with this ordinance, are hereby superseded by this ordinance to the extent of such conflict. PART C. SEVERABILITY AND APPLICABILITY. If any portion of this ordinance is for any reason held or declared to be unconstitutional, inoperative, or void, such holding shall not affect the remaining portions of this ordinance. If this ordinance or any provisions thereof shall be held to be inapplicable to any person, property, or circumstances, such holding shall not affect its applicability to any other person, property, or circumstance. PART D. EFFECTIVE DATE. This ordinance shall take effect upon adoption. PART E. ADOPTION. After Motion by Councilwoman Lichter and Second by Councilman Roberts, the vote on the first reading/public hearing of this ordinance held on September 13, 1999, was as follows: Mayor Randy G.
