CALL,TO,ORDER
Mr. Griffith called the meeting of the Building Code to order at 7:36 P.M. in
the Edgewater City Hall.

Mr. Hall made a motion to approve the minutes of January 22, 1980. Mr. Cole
seconded the motion. The moti6n CARRIED 3-0.
Mr. Cole made a motion to accept the minutes of March 3, 1980, Special
meeting. Mr. Hall seconded the motion. The motion CARRIED 3-0.
OLD BUSINESS
This was skipped until more Board members could be present.
NEW"-BUS'INRSS
Mr. Griffith read a letter from Mr. Webster concerning building height.at
600 N. Ridgewood.
This was tabled until Mr. Webster could be present.
Mr. Griffith asked Mr. Pilch to speak to the Board concerning his double
permit fee.
Mr. Pilch stated that he had been charged a double permit fee for digging
a hole and putting up batter boards. He felt this was un-called for as
Hr. Tobin had checked a site on Willow Oak, where construction had begun
and they were not charged a double permit fee. He wanted the board to
define the beginning of construction.
Mayor Christy said that Mr. Pilch had been warned-,that the next time he
started without a permit, he would have to pay the double permit fee.
Mr. Griffith asked what the Building Official had said about this?
Mayor Christy said that the Building Official had stated that the Southern
Building Code people said the contractors should get a foundation permit
for $5.00 to start construction before obtaining building permits.
The Board agreed with the Building Official's decision.
It was mentioned that the building permits were taking too long to be issued.
Mayor Christy said that the Board should send a letter to Council concerning
this.
Mr. Griffith read section 106.6 of the Southern Standard Building Code,
concerning foundation permits.
Mr. Harris arrived at this time.
lB Hayor Christy said that the Attorney had said anything using labor would
be considered starting construction.

Mr. Griffith asked the mem~rs if 1. Do we-as a Bo~rd agree with the
present definition.of the Attorney's opinion? All Board members voted
yes. 2. Do we feel that a letter is necessary to the Council to resolve
the time period it takes to get a building permit?
Mr. Harris made a motion to write a letter to the City Council asking them
to workout a reasonable time for building permits to be issued. Mr. Hall
seconded the motion. The motion CARRIED 4-0.
, WEBSTER
Mr. Webster explained that his lot was between Volusia Realty and Fulton
Realty. He also said that he wanted to maintain the same height as Volusia
Realty.
The Board felt that there was no problem.
Mr. Griffith said that Mr. Murphy ~hould be -here.
Mr. Webster said that the Buildin~ Official had stated the whole City
would be 24" or 2' throughout the "Ci ty on a dirt street.
Mr. Cole made a motion to table this until a site plan can be submitted
in order to get the elevation.level. Mr: Harris seconded the motion.
A special meeting may be called in order to resolve the Webster site plan.
The Board decided Mr. Webster should submit site plans and the Building
Official should be at the next meeting.
Mr. Webster said that he was trying to conform with Volusia Realty.
Mr. Harris said he would see the Building Official April 16, 1980.
The motion CARRIED 4-0.
NEW BUSiNESS
Mr. Griffith read the letter from ~~ayor Christy concerning the regulations
for sprinkler systems. The Board reviewed Chapter IX of the Southern
Standard Building Code.
Mayor Christy stated that he and the Chief agreed that sprinkler systems
2-A were needed in Commercial buildings as an aid for the Fire Department.
He wanted a recommendation from the Board.
Mr. Cole said that the Fiberglass company had had to move all combustihle
.material 75' away from the building.
Mr. Webster said that all commercial buildings having any combustible
material had to have a sprinkler system.
Mr. Hall said that there were only 2 (two) sprinkler system contractors
in the State of Florida and that the insurance company will not accept
any others.
Mr. Harris suggested looking into this situation.
Mr. Griffith felt that the Building Official should get in.touch with
New Smyrna Beach and get a copy of their amendment to the code and ask
the Fire Chief what he feels, get all the information together and
then it will be presented to Council.
Mr. Harris asked Mayor Christy what type of sprinkler system Coronado
Paitt had installed?
Mayor Christy said that he did not know.
Mr. Harris will ask the Building Official about this.
Mr. Griffith will get in touch with Dave Severance for information.
Mayor Christy will also speak with Mr. Severance.

Mr. Griffith said that the Board could hold a workshop to discuss this.
He then said that the Building Official had submitted a letter, which he
read concerning a code change of section 1706.6. The Building Official
would like the Board to make this section more stringent.
Mr. Harris made a motion to change the code as per the Building Official's
recommendation. Mr. Cole seconded the motion. The motion CARRIED 4-0.

OLD BUSINESS
, DUKE/LAWSON'- COMPLAINT
Mr. Griffith asked the Board if they wanted to take any further action
or refer this to Mr. Pirtle and let him pursue it further. He showed
the Board the letter from Mr. Pirtle, He said that he has spoken to
the City Attorney's Secretary and she said that Mr. Pirtle is pursuing
Douglas Duke in legal action.
Mr. Hall said that he fel t Hr. Lceffler was not in the wrong but Mr. Duke
was.
Mr. Griffith said that the complaint on Mr. Loeffler came from Mr. Pirtle.
Mr. Pilch said that Mr. Duke was skipping allover the country.
Mr. Griffith read parts of October 9, 1979 minutes.
Mr. Harris said that Mr. Lreffler had pulled the permit and was held
responsible as he was the contractor,
2-B Mr, Griffith said that a determination needed to be made whether or not
Mr. Loeffler abandoned the project.
Mr. Opal said that Mr. Loeffler made an inspection of the job and that he
consumated the contract with Banner Realty. He felt that Loeffler could
not be held responsible.
Mr. Griffith read part of the minutes of 0ctober 9, 1979. He also stated
that on the permit, Mr. Duke was listed as the owner.
Mr. Harris made a motion due to a lack of evidence ~1r. Loeffler should
be absolved of any charges as far as this Board is concerned. Mr. Cole
seconded the motion. The motion CARRIED 4~0.

Mr. Harris stated that Mr. Hall's name had been used on a permit.
Mr. Hall did not know anything about this. He said that the subcontractors
should come in and pick up the permits.
Mr. Harris said that Don Aire asked him to bring this up as something
should be done. He said that the Building Official should check this
out.
Mr. Hall said that Brevard has a fine setup for permits. The plumber
has to pick up permit and have the contractors sign on the card for
electrical, ~ir, plumbing and roofing. He felt that something should
be done about this.
3A The Board felt that some kind of ~ethod should be recommended to the
Building Official.
Mr. Hall said that he will contact Brevard people and ask them to send
a copy of each permit and the system that they use.
Mr. Griffith feJt that the Building Official should check out the problem
of unlicensed contractors using other contractors names on permits.
Mr. Harris said that he would get the name of the contractor and where
the job is and Mr. Hall can check this out and if need be we should
call a special meeting.

Mr. Griffith asked if the code had been changed concerning putting electrical
outlets in the sharing wall in duplexes.
Mr. Pilch asked the Board why the City of Edgewater did not require a
fire egress in the bedroom?
The Board said that the Building Official IS asking for this to be in the
code.
Mr. Pilch also asked why the City of Edgewater was not enforcing the
model energy code?
Mr. Griffith said that the Board had decided to stay with Appendix J.
He also felt that the model energy code was not Floridarized.
Mr. Hall made a motion to adjourn. Mr. Cole seconded the motion.
