BUILDING CODE BOARD
January 22, 1980
CALL TO ORDER
Mr. Griffith called the meeting to order at 7:30 P.M. in
the Edgewater City Hall.

There was discussion in regard to this board holding their
regular meetings less frequently. It was suggested that
it might work out having regular meetings every three months
and have the chairman call special meetings in between if
necessary.
Mr. Harris made a motion that the regular meeting nights be
changed to every three months; that they meet every third
Tuesday, being seconded by Mr. Cole. Said motion CARRIED, 4-0.
Mr. Harris made a motion that a letter be written to the Council
requesting that the City purchase copies of the new Standard
Building Code Book; one copy for this board and however many
the City needs, being seconded by Mr. Hall. Said motion
CARRIED 4-0.
Mr. Griffith read a letter to the board from the Council asking
for a recommendation in regard to some contractors starting to
build before they obtain a building permit.
Mr. Harris said that he believes it is stated in the Building
Code Book that the building permit fee is doubled when someone
does this.
It should be the job of the Building Official to see that this
does not happen, and if it does, the permit fee should be
doubled.
There was discussion as to what exactly constitutes "start of
construction". Clearing off the lot is not considered start
of construction, however when the first stake is put down
could be considered the beginning.
The building Official and the builders are going to have to
work hand in hand on these matters, and cooperate with each
other.

Mr. Harris suggested that the board just send a letter to
the Council stating that this is already covered in the
code. If the Building Official feels that there are too
many loopholes and he can not enforce this, they can bring
it back to the board for a recommendation.
APPROVAL OF MINUTES
Mr. Harris made a motion to approve the minutes of the
October 16th meeting, being seconded by Mr. Cole. Said
motion CARRIED 4-0.
There was discussion about Volusia and Barkley Roofing attending
a board meeting to discuss Mrs. Elliott's roof. The secretary
explained that the letter she mailed out was not accepted.
It was decided that the secretary should try to call this
company on the telephone and ask them to attend the next
meeting.
Mr. Loeffler spoke to the board about a contractor being licensed
so that his wife can run his business if something happens to
him. He feels that there should be a clause in the Edgewater
Code so that this can be done. The wife should be able to con-
tinue contracting by hiring another man to oversee it for her.
There was further discussion on this. It was the belief of
the majority of the board that this is already covered in the
code book. They will look into it.
It was agreed that the Building Official should be asked to
supply the board with the latest copy of the Florida Statutes,
Chapter 468, Part II for General Contractors.
ADJOURNMENT
Mr. Cole made a motion to adjourn until April, being seconded
by Mr. Hall. Said motion CARRIED 4-0. Meeting adjourned.
