Opa 1 Mrs. Elliot Mayor Christy The Board approved the minutes of.June 28, Special Meeting. The Board-discussed the letter from Mrs.-'Elliot. Mrs. Elliot is complaini! that she had a roof repaired by Volusia Roofing but that it was not a satisfactory job and the roof leaked. She was unable to get Volusia - Roofing to make repairs and finally had a new roof put on by Barkley Roofing. The Board questioned why Barkley would put a whole new roof on when possibly repairing the existing roof would have been sufficient. There is no evidence of the leaking roof since a new roof has been put on. Mrs. Elliot said that Barkley would give her a statement of the condition of the roof. T e Board will check with the Cit Attorn to see what. the best procedure 1S for rs. 10. A so t e oar will check on the State license of Volusia Root1ng. The Board considered a complaint fLQm Joseph Gregory a~st Frank Rerma..{l, Inc. . The information was sent by Florida Department of Profession and Occupational Regulation, Florida Construction Industry Licensing Bd. The Board set July 31, 1979 as a Special Meeting to take action on this complaint. Mr. Griffith discussed the letter to Council that had been tabled until July 16th but was not on the .agenda for that me~ting. The letter will be on the agenda for July 23. Mr. Loeffler made a motion that this letter be on the next Council agenda. No second. /M r. Mr. Harris made a motion that the Board g~ tog~er wLib the Building Offici~ so that he can bring them up-to-date on existing or new - regulations. Mr. Loeffler seconded the motion. The motion CARRIED 4-0. /~ 3 ~ 7 Brief recess. - _ ~-u c--/:- ...... The Board discussed permit No. 2367. The Board members have inspected thi construction and believe constru~tion should be stopped. The footing has not been installed according to standards, however, the inspector approved it. The builder is at fault but also the inspector never should have approved it. Mr. Loeffler made a motion that the inspectors that are working for Edgewater should be qualified and have licenses for this type of work. The Board should see their qualifications. Mr. Cole seconded the motion. The ~otion CARRIED 4-0. \ / , ! ,- 0 0 Mr. Loeffler said that the Building Official should be a City employee. )( It should not be a contracted job. Mayor Christy said that the City had considered this but in terms 'A of benefits (workmen's comp., social security, pension, car, etc.) it would be more expensive. Mr_ Griffitb said that not only the contractors but some of the other V City BOnrci.s have complaine..d about the Building Official not doing the ~ jOb. Example: Board of Adjus~ent and screenlnq la~s. Mr. Bouchard suggested that the Board find out what other Building Officials are being paid and this would give the Council a mote realistic figure to work with in deciding whether or not a City employed inspector would be more expensive. . Mr. Griffith said he would check with other cities that are similar .size to Edgewater and get this informatio I Mr. Cole said that going back to the complaint by Gregory. J 1/ Mr. Harris said that somebody should stop this work and get this straightened out. Mr. Loeffler-made a motion that the Board request the Mayor to call a Special Council Meeting to discuss stopping construction on Permit 2 3 6 7 and a 1 s 0 - the pro per 1 ice n sin g 0 f the ins p e c tor s -. r~ r . C ole seconded the motion. The motion CARRIED 4~0. - -- (Mayor Christy said he would call a meeting for July 19 at 1 :00 P.M.) Mr. Loeffler said he would like a copy of the ordinance that created the Building Code Beard.. Mr. Griffith said the Board should have copies of the list of X-I building contractors and also copies of all contractors, certified and registered. Certain regulations are not being met. Example: name of contractor should be in 2" letters on vehicles - clearly visible. Also some.building permits have disappeared and are not being displayed at job sites. . Mr. Harris said he had been under the impression that no work was allowed to be done at a construction site before the permit was posted. - Mr. Griffith said that some work can be started but a permit must be posted before the first inspectlon. - Mr. Harris said this should be clarified. The Board discussed the length of time it sometimes takes to get a permit. The permits have to be checked out with the Water Dept. Mr. Griffith asked the Board members to bring examples of code violations, incompetent builders, unlicensed builders, unlicensed contractors, etc. The Board plans to tighten up all regulations. Mr. Harris said that if we do not get cooperation from the Building Official, then we would call in State inspectors. -Mr. Griffith said that at the next ReQlllar meeting of the Board they will I address the unlicensed builders and contractors problem. - - 2 - o o There was another brief discussion about Mrs. Elliot's roof problem. Mr. Griffith said they should get a statement from Barkley. FLORIDA32032 August 15, 1979 TO: Building Official FROM: Board of Adjustments & Appeals (Building Code Board) The decision of the Building Code Board; in reference to a complaint brought by Mr. Gregory against Berman Inc., are that the following repairs must be made; . Footings under all wing walls Pil aste rs Stucco cra cks .Stucco around house Aluminum soffit Fascia Recaulking S.E. patio door Flashing around chimney The Building Official should check the roof. The subcontractors for the roof were, T & H Roofing. Mr. Berman is in agreement, Mr. Gregory is also in agreement but, he would like to check it out with his attorney. The Board recommends the selection of at least three general contractors who should submit their bids to Mr. Berman of Berman Inc. This should be done within a reasonable period of time, approximately three months. Mr. Harris made the above motion. Mr. Troutner seconded the motion. The motion carried.
