06-28-1979 Special / // '_"_ t' \0 .Q CITY OF EDGEWATER BOARD OF ADJUSTMENT AND APPEALS (Building Code) SPECIAL MEETING June 28, 1979 Chairman Milan Griffith called the special meeting to order at 7:35 P.M. in the Edgewater City Hall. ROLL CALL \ Mr. Griffith Mr. Troutner" Mr. Harris-- Mr. Loeffler Mr. Cole Present Present Present Present Present Also Present: "Mr. DeGroot, City Engineer Mr. Loomis Mr. Murphy, Building Official Mr. Mack i e Mr. Siciliano Mr. Griffith said that he had called this special meeting to discuss the problem of septic tanks in Florida Shores:. The Board had sent a letter to the Council requesting that something be done about the fact that the Health Dept. is advising contractors to olabe';septic tanks in the back yards. He asked Mr. DeGroot to atte~d this meeting so they could discuss whatever future plans the City may have for" installing sewer lines in Florida Shores. He also asked Mr. Loomis to attend because he is in the business of installing septic tanks and can give some input on real life conditions of putting in a septic tank in the rear of the buildings. Councilman Asting seems to think that this should be done because the City may someday run sewer lines in back of buildings out in Florida Shores. Mr. DeGroot said that actually no master plan has been developed for Florida Shores. The installation of sewers will probably have to be done sometime in the future, as the population increases. However, it will be an extremely expensive project and there will also be a need for an additional sewer treatment plant in the southwest area of the City. "There was some discussion about the easements. There was a difference of opinion as to whether or not the e~sements were 20' or 101. Mr. Loomis spoke to the Board "about the" problems of putting septic tanks in the rear,yards. It is often necessary to remove more trees in the back and most builders and home owners do not want trees removed. Also, many people like to put swimming pools in their back ya rd s. The Board discussed the fact that a side stub out would be acceptable but that builders should be able to decide whether or not to put the septic tanks in the front or rear yards. Mr. Loomis told the Board that'there have been several occasions when the lines for the septic tanks are too close to the water lines. This - should be checked more carefully. The Board discussed sending a notice to builders concerning state regulations about water and sewer lines. Mr. Murphy said that he would bring this to the attention of builders and that he didn't think a notice at this time was necessary. " ,// ,/ ~ o /' - . The Board continued the discussion of the location of septic tanks. Mr. DeGroot said that ~uilders could use their discretion as to which place' (front Or rear yards) would be better. It 1S probable that almost every house should be considered on a separate basis. The City will follow the state regulations in regard to water lines. The placement of septic tanks should be left up to the individual builders. Mr. Harris seconded the motion. The motion CARRIED 5-0. The Board also requested that they be furnished with an up to date list of contractors presently 'building homes :and<comm~rcial buildings in Edgewater. Mr. Harris said he thoug'ht when they adopted the code is was l8~ 10" footer 'for mono and 81L showing. There was a discussion about the present regulations concerning the footers.' It was the concensus of opinion that the builders not following spe~ific regulations were non-licensed builders. The Board discussed,the problem of non-licensed builders who get permits under an owners name or a relatives name and sometimes are able 'to build a number of houses each year.
