SCREENING COMMITTEE

MINUTES
The meeting was called to order by the Chairman, Thomas Sheridan, at
2:00 p.m. in the Conference Room of City Hall. Mr. Bonneville asked
if he could discuss a question before the Committee got started on the
interviews and Mr. Sheridan answered of course. Mr. Bonneville then
asked why we are looking for one person; if there are three qualified
people, wouldn't a team be better than one person. Mr. Sheridan said
he has no jurisdiction over this; he was instructed through Council
to select a man for the duty, one man, they do not want a team, they
want an individual.-~r.Fazzone stated he was a negotiator for years
and professionals usually send in teams, and he doesn't know if the
police has a team or not. Chief Schumaker said he did not want to be
interfering but would like to enlighten the Committee as to how the PBA
works. They have one main negotiator, and if a problem arises that may
go to impasse, someone else will present themselves in an attempt to
resolve it. Mr. Fazzone then asked what is the function of this
negotiator? Does he come to the negotiating table with a free mind
that he can make the decisions? Mr. Sheridan answered no, if the
Committee would look at the Minutes of the last Labor Negotiating
meeting of September 17, 1987, Mr. Inman would have to go back to
the Council; he could not really negotiate. Quite a discussion
ensued as to really ne~oti~ting; not-h~vtn~ "tQ go"back~to Council.
Mr. Sheridan then returned to the subject of the evening, the four names
submitted as applicants: MR. MELBOURNE WARGO, a negotiator for many
years, in fact in 1984 a negotiator for the City of Edgewater; the
second appticant, MR. ,HARRY JONES, who has an extensive background
in negotiations, has sat on both sides of the negotiating table;
MR. THOMAS JOHNSON, whom Mr. Sheridan described as having been a
member of the United Steel Workers of America, AFL/CIO. Mr. Sheridan
explained Mr. Johnson had been scratched as he has moved out of town.
The fourth applicant, MRS. DEBBIE STANLEY, who is a negotiator and
believed this was a paying position. Mr. Sheridan stated the Committee
could then consider Mr. Wargo, Mr. Jones and Mrs. Stanley.
Mr. Sheridan explained the articles to be negotiated for the employees:
requesting Christmas Eve and New Years Eve as additional holidays;
full paid optical examination for glasses; twelve percent increase
across the board; the Police Benevolent Association is asking for
100% fees paid for health insurance; a twenty year full pension; a
twelve percent across the board increase; the Supervisors, regarding
bereavement leave, want added to that, aunts, uncles, step parents
and step children; they also want 259 per mile for use of private
vehicles and when traveling on "expense accounts", or per diem, they
want $7.00 for breakfast, $8.00 for lunch, $15.00 for dinner, paid in
advance, and a twelve percent increase across the board.
Mr. Sheridan then stated the Committee should go over the applications
we have and find in the applications anything that applies to these
articles, and the Committee will get more out of the interviews. Mr.
Fazzone asked if the articles are the only things to be negotiated, and
Mr. Sheridan said that is not the extent, but we must go through these 1
applications and try to find people who have the definite skill as
related to these items. Mr. Sheridan said the Committee would now
go to selection of Mr. Jones or Mr. Wargo, as Mrs. Stanley has not I
responded to the non-paying position. Mr. Trickey voted for Wargo and
Jones; Mr. Fazzone voted for Wargo and Jones; Mr. Bonneville voted for
Wargo and Jones; Mr. Hoffart voted for Wargo and Jones and Mr. Sheridan
voted for Wargo and Jones.
Mr. Schumaker then stated he was under the impression a negotiator was
going to be selected today, and he has more than a passing interest in
who may be selected. Mr. Sheridan then explained how the Committee
proceeds as to screening the applications, bringing in the best
qualified to be interviewed, and then voting for the best. Mr. Fazzone
expressed his disappointment at having received just two applicants and
believes the resumes do not contain too much information. Mr. Sheridan
then asked the Committee to please set a time for the interviews.

The Committee then determined to have the interviews starting at
2:00 p.m. Wednesday, June 29th, 1988 at 2:00 p.m. in the Conference
Room of City Hall. The secretary stated she will call Mr. Wargo
and Mr. Jones and set definite times.
A discussion of the applicants continued between the members of the
Screening Committee. Mr. Sheridan asked if there were any other
questions and Mr. Fazzone said if the Committee would look at Mr.
Jones' resume there may be a conflict of interest if Mr. Jones is
on the Merit Board, but Mr. Kelly had advised the Screening Committee
it will not be a conflict of interest. Mr. Trickey then stated Mr.
Inman was on the Police Pension Board when Mr. Trickey was a member,
and was appointed by the Council as chief negotiator, which could be
a conflict of interest. Mr. Sheridan said he cannot see these as
conflict of interests as it is just a one time thing, not permanent.
Mr. Sheridan also repeated the negotiator does not have full authority;
he has to go back to Council who will make a determination.
Quite a discussion continued pro and con as to the low wages being
paid but receiving good benefits and comparing wages paid in other
cities. Mr. Fazzone stated some jobs are the lowest paid compared
to other cities.and young people do not have a future here without
a decent wage. Mr. Sheridan said there are a lot of people who remain
in lower paying jobs, willing to just receive a pay check, feeling
secure in their jobs, while there are others with ambition.
There being no further topics for discussion, Mr. Fazzone moved the
meeting adjourn, seconded by Mr. Bonneville. The meeting adjourned
at 2:50 p.m.
