03-14-1988 o ... o o ;;. CITY OF EDGEWATER SCREENING COMMITTEE March 14, 1988 7:00 p.m. CONFERENCE ROOM MINUTES The meeting was called to order by the chairman, Thomas L. Sheridan, at 7:00 p.m. in the Conference Room of City Hall. ROLL CALL Members present were: Wallace Trickey, Dominick Fazzone, James Bonneville, William Hoffart and Thomas Sheridan. APPROVAL OF MINUTES The Chairman asked for a motion to approve the minutes of February 17, 1988 meeting. Mr. Fazzone moved the minutes be accepted, seconded by Mr. Hoffart. Motion CARRIED 5-0. The Chairman then called for approval of the minutes of February 24, 1988. Mr. Hoffart moved the minutes be accepted, seconded by Mr. Bonneville. Motion CARRIED 5-0. PUBLIC COMMENTS There were no public comments at this meeting. CORRESPONDENCE/COMMUNICATIONS Mr. Sheridan stated there was nothing to be listed under this subject but added there is a letter from Jan Morris, Secretary of the Building Trades Regulatory and Appeals Board, stating they have a vacancy; there is also a letter from Beverly KInney, Temporary Planning Assistant, who has three vacancies on the Industrial Board. Mr. Sheridan stated the Committee will have to address these vacancies and suggested the Committee read the By Laws of these Boards so as to know what the Committee will be looking for. Mr.Sheridan also suggested the Committee do'some. work on their own By Laws and discuss it at a future meeting. The Committee then discussed the Council's reaction to the seven applicants sent for their recommendation, of which just five were approved. Mr.. Fazzone stated he was very sad, as the Committee said these applicants were unanimously qualified, but the Council's votes were~~lmost all three to two votes with Mrs. Bennington being turned down five to nothing. Mr. Trickey said Mr. Rotundo said they voted that way because they wanted nine applicants, but Mr. Fazzone said it didn't come out that way, that Mr. Asting and Mr. Rotundo voted "No" to all the Committee's recommendations. Mr. Bonneville stated he thinks it is a disgrace, as the City Council has requested the Committee give assistance to them. Mr. Sheridan asked if there'should be a letter of protest from this Committee. The Committee discvssed the action at the Council meeting, where the Mayor had commended the Committee but the voting proved otherwise. Mr. Sheridan stated we sent the best seven applicants up there, regardless of what anyone or anybody says. The Committee discussed meeting in the near future to study the By Laws and perhaps add new ideas which they believe are not included. The Committee then returned to the choosing of three applicants requested by Council, and Mr. Fazzone stated he thinks the three from our original ten selections should be added to this batch, which the Committee agreed.and Mr. Trickey suggested there may be new applicants just as qualified as the original three who were not selected by the Council. Mr. Trickey then said we now have six, three of the old and three new, but Mr. Sheridan said no, we now have six new applicants; Mr. Quaggin, Mr. Bennington, Mr. Wargo, Mr. Hardester, Mrs. Beeco and Mr. Patrick, along with Mr. Mackie, Mr. Loeffler and Mr. Wheeler, who have been interviewed. Mr. Sheridan asked the Committee to take a few minutes to study this and' try to have a meeting of the minds. -i o o \ " The Committee then discussed spending all this time on the best qualified and then have them shot down, and perhaps it would happen this time. Mr. Sheridan said we are trying to get the best qualified on that Agency because it is going to be the most important agency in the City and will direct this City in the years to come, perhaps having a bearing on this City for the next twenty or forty years. A discussion was also held as to the benefits to be derived from the Daytona Beach Community College Extension, which is being held up due to the impact fees being charged by New Smyrna Beach, around $50,000. for utilities, and Mr. Sheridan said he thinks this new Agency should let them have what they want as the benefits over the years will far exceed the $50,000. The Committee then turned back to the selection of applicants, and Mr. Trickey moved tHe Committee send two applicants and an alternate, seconded by Mr. Bonneville. The Committee then changed the wording to say "three applicants" and leave it up to the Council as to alternates. The Committee reviewed all applications and voted as follows for three new applicants: Mr. Trickey's votes were as follows: Mr. Hardester, Mr. Wargo and Mr. Bennington. Mr. Hoffer's votes were as follows: Mr. Hardester, Mr. Wargo and Mr.. Bennington. Mr. Bonneville's votes were as follows: Mr. Hardester, Mr. Wargo and Mr. Bennington. Mr. Fazzone's votes were as follows: Mr. Hardester, Mr. Wargo and Mr. Bennington. Mr. Sheridan'a votes were as follows: Mr. Bennington, Mr. Wargo and Mr. Hardester. Mr. Sheridan also said he wants it in the record that he is thinking of the best qualified people; he is not political, he is not biased; he was instructed by the Council and the City Attorney to pick the best qualified for this: job and that is what he has done. Mr. Trickey added he believes Mr. Sheridan's views are shared by all the Committee members. The secretary was then asked to phone each applicant accepted and set up interviews for tomorrow evening starting at 7:00 o'clock. Mr. Sheridan then announced we will have everything ready tomorrow evening and suggested the Committee write down the procedure we will follow for screening, interviewing and selecting and have it in our By Laws and Rules so the Committee will have a standard procedure to follow. A discussion then followed as to vacancies coming up in the near future on the Boards and the secretary said she had written a memo to each secretary asking to be informed when there is a vacancy. There being no further business before the Committee, Mr. Bonneville moved the meeting qeadjourned seconded by Mr. Hoffart. The meeting adjourned at 8:20 p.m. Respectfully submitted by Dorothy C.
