07-03-1991 u (.) PARKS AND RECREATION BOARD JULY 3, 1991 7:00 P.M. CITY HALL MINUTES ROLL CALL/CALL TO ORDER The July 3, 1991 meeting of the Parks and Recreation Board was called to order by the Chairman, Harry Montgomery, at 7:03 PM in the Edgewater City Hall Conference Room. Members present were: Harry Montgomery, Thomas Tipton, John Cory and Lawrence Lanchoney. Board member Sharon Mooney was excused. Also present was Jack Corder, Director of Parks and Recreation, and Ben Berman of the Senior citizens Advisory Ad Hoc Committee. APPROVAL OF MINUTES Mr. Lanchoney moved to approve the minutes of the May 1, 1991 meeting and Mr. Tipton seconded the motion. Motion CARRIED 4-0. OLD BUSINESS Status of 26 Acres Mr. Corder stated the 26 acre purchase will be final in one to two weeks. The city has already signed the paperwork and the next step after purchase will be a tree survey and a topo before getting into the final design stage. He said hopefully by next year we will have the maintenance building put up where the temporary offices will be located. He noted the clearing of the land and the maintenance building will be the top priority. The Board discussed gymnasiums in other cities and how needed this one will be on the 26 acre property. NEW BUSINESS Fall Baseball Proqram Mr. Montgomery expressed concern that the fall baseball program might be edged out with the prospect of co-ed softball and girls softball. Mr. Corder stated they had a girls softball program last year and are starting a co-ed softball league for this year, but neither should interfere with the fall baseball program. Mr. Montgomery asked Mr. Corder about insurance prices for the program and Mr. Corder replied he would get the information and pass it on to the Edgewater Baseball Association. Mr. Montgomery said if the Parks crew would drag the fields, the Association would chalk them as they did last year. Mr. Corder said that would work out well, especially with the new piece of equipment just purchased that cuts the dragging time in half. Mr. Montgomery noted the Association was going to try and have a candy sale to buy a new pitching machine. Mr. Corder stated they are having an organizational meeting for the new co-ed softball program on July 11th at 7 PM at the Shuffleboard Clubhouse. Ages will be for men 21 years of age and older and for women who are out of high school. Parks and Recreation Monthlv Report Mr. Corder stated there were two instructors for the children's tennis program this summer and one for the adults and although there weren't as many signed up as last year, the program was running well. He said the fence at Rotary Park is finished and really looks nice. He noted there are four dances scheduled for this summer in the Community Center, two for teens, one for the seniors and one for adults. u {.) Parks and Recreation Monthly Report - continued The County Summer Recreation Program is in progress at Whistle stop Park and Rotary Park and the department is looking at costs for the possibility of taking over the program next year. Repairs were made to the tennis posts at Kennedy Park and the old fence on the racquetball court was removed. The boardwalk area at Whistle stop Park was cleared for better visibility and possibly we will get a street light there also to brighten that area. He added Sliger and Associates is in the process of doing the survey for the Riverwalk on Riverside Drive. senior citizen Advisorv Ad Hoc Committee Report Mr. Lanchoney recapped the meeting of the Ad Hoc Committee. He stated only he and Mr. Berman were present, however they did have two items for discussion involving the bocci ball court at Kennedy Park. One of the problems with using the bocci ball court is it is inconvenient for those who want to use it to run across the street to get the equipment. One item for consideration might be a small storage shed to be set aside for the bocci equipment. Mr. Corder said he had recently spoken with Jay Scarantino about size and location of a shed or storage area. Mr. Berman asked about the base on the bocci court and Mr. Corder stated they had recently added about 4 inches of clay, but all of the rain is keeping it from drying out and being able to be worked properly. Mr. Lanchoney and Mr. Berman discussed the costs of the recent shuffleboard court repairs and stated Mr. Corder had clarified the costs to them prior to the meeting. MISCELLANEOUS Mr. Tipton informed the Board of a program that the area junior high and high schools have done before. It involved industrial arts classes and students are given a piece of wood and they construct a car out of it and use cartridges for power, kind of like a pine wood derby. Mr. Tipton stated that some schools could get together and have a competition and they would arrange for local racing teams to be there to show their cars and sign autographs. The only cost to the City would be for advertising, trophies and a few cartridges. Trophies would be given for the top ten or twelve best cars in different categories. It would be a one day activity and could be a "Say No To Drugs" theme. He said the ultimate goal is to get all the junior high and high schools in the county involved and perhaps it could turn into an annual event and would bring good publicity for Edgewater. Mr. Tipton asked the Board to give this idea some thought for the upcoming months when school will be back in session. Mr. Corder stated the city Council will be meeting jointly with the City Boards, tentatively set for July 27th, and the Secretary would be contacting them soon. Mr. Corder stated he would like the Board to give some thought over the next month on a possible "Adopt a Park" program. The City is getting more and more into beautification of Edgewater and city parks will be a part of it. He said with his shortage of manpower, alternate ways are needed for landscaping and upkeep of landscaping. Mr. Tipton asked if he were looking for individuals or groups and Mr. Corder said groups of people, clubs or social organizations. Mr. Lanchoney asked which areas he was targeting and Mr. Corder replied all the parks on Riverside Drive. Mr. Corder asked the Board to bring back all of their input on this idea to the next meeting for further discussion.
