05-01-1991 o o CITY OF EDGEWATER PARKS AND RECREATION BOARD MAY 1, 1991 7:00 P.M. CITY HALL MINUTES ROLL CALLI CALL TO ORDER The Chairman, Harry Montgomery, called the May 1, 1991, meeting of the Parks and Recreation Board to order at 7:05 P.M. in the Edgewater City Hall Conference Room. Members present were: Harry Montgomery, Lawrence Lanchoney, Thomas Tipton, John Cory and Sharon Mooney. Also present was Jack Corder, Director of Parks and Recreation and Mr. Berman from the Senior Citizen Advisory Ad Hoc Committee. APPROVAL OF MINUTES Mr. Lanchoney moved to approve the minutes of the March 13, 1991, meeting and Mr. Cory seconded the motion. Motion CARRIED 5-0. OLD BUSINESS There were no Old Business items on the agenda for discussion. NEW BUSINESS Senior Citizen Advisory Ad Hoc Committee Report Mr. Lanchoney reported on the Senior Citizen Advisory meeting held prior to the Park Board meeting, noting they had reviewed the 5 Year Comprehensive Plan for Recreation, and in particular the standards over the next five years for shuffle- board courts. He said after much discussion, the recommendation from the seniors' point of view would be for the City to optizmize the shuffleboard facilities we now have at Kennedy Park. Mr. Berman stated a minimum of 20 courts is needed to sanction tournaments and 24 would be better and right now the City has 16 courts. Mr. Corder stated he would like to see all of Kennedy Park rennovated in the next few years as it one of the most valuable pieces of riverfront property the City owns. He agreed that the shuffleboard facilities should be in one major location whether it be Kennedy Park or perhaps a new location in the future. Mr. Lanchoney stated the Committee also discussed the possibility or utilizing the Community Center more for seniors, and perhaps the City could sponsor Bingo there for seniors with proceeds going to help the Recreation Department. Mr. Corder noted the Volunteer Fire Department already has Bingo every Tuesday evening and New Smyrna Beach is also running Bingo about 4 evenings a week and it may be hard to get a good turn out. He also mentioned that with an increase in City and Board meetings in the Community Center, it is getting more difficult to schedule events on a regular basis. There was discussion on the proposed gymanasium at the 26 acre site and what that could accomplish in activities for seniors in the future. The last item reported by Mr. Lanchoney was that many seniors in the City who volunteer their services, feel they are not being recognized or appreciated for their efforts. Mr. Corder stated he would bring this to the attention of the other Department Heads at the next staff meeting, so all could be aware of this problem. Seasonal Decoration Review Mr. Corder stated budgeting for the next fiscal year is coming up and he has heard several complaints from citizens about the condition and amount of the City's seasonal decorations. He said there are three different plans to consider. o o Seasonal Decoration Review - Continued One plan would be to purchase lighted decorations, one would be to lease the decorations, and the last would be to purchase banner decorations which are not lighted. He explained the lease program would run over a 4 year period, with the company being responsible for putting up and taking down the decor- ations. The City would still have to hook up the electric to the poles. A purchase of lighted decorations would mean the City would own the decorations, but also be responsible for putting up, taking down, maintenance and storage of the decorations. Purchasing banner decorations would eliminate the electric work and the City would still own the decorations, but would still be responsible for putting up and taking down. He noted the absence of lights would make the maintenance easier on this plan. Mr. Montgomery noted that New Smyrna Beach has the banner decorations and they are mounted on the poles the same way as the ones we have now and they are compact, easy to store and look really nice. Mr. Corder reviewed the costs involved in all of the plans and the least ex- pensive plan was the banner purchase, followed by the lease program, and purchase of lighted decorations was the most expensive. The Board discussed all of these plans and Mr. Lanchoney moved that the City of Edgewater consider a lease and purchase plan as a combination, rather than all lease or all purchase. Mrs. Mooney seconded the motion and it CARRIED 5-0. Park Update Mr. Corder stated the problem with the pond at Rotary Park is being resolved and we are presently out for bids for fence on the south and west boundaries of the park to keep children out of the canals. He said the problem with the shuffleboard courts at Kennedy Park will be resolved by the Nidy Corporation and hopes they will be completed by the end of the month. He said the City is now negotiating with the company chosen to do the survey for Riverside Drive for the River Walk project and also the 26 acre purchase should be closing very soon. Mr. Montgomery asked about vandalism to the parks and Mr. Corder replied it has been minor lately, but the kids often bust off the sprinkler heads, overflow the toilets with paper and attempt to break in the buildings. Parks & Recreation Monthly Report The Board reviewed the monthly reports and agreed the park update covered most of the items. Mr. Lanchoney mentioned the addition of 6 trees to Veterans Park and Mr. Corder added they had been donated to the Veterans. Impact Fee Report Mr. Corder stated the balance in the reserve trust account was $173,000.00, noting however that $120,000.00 of that amount is earmarked for the first payment on the 26 acres and another $18,000.00 will go for the second payment on the ballfield lights at Whistle Stop Park. MISCELLANEOUS Mr. Montgomery stated a special mention should be made of the Edgewater Baseball Association, who has worked very hard their first year in building a new batting cage at Whistle Stop Park and also adding practice pitching mounds. Mr. Corder agreed they did an excellent job. ADJOURNMENT There being no further business, Mr. Lanchoney moved to adjourn, seconded by Mrs. Mooney. The meeting adjourned at 8:10 P.M.
