03-07-1990 o o CITY OF EDGEWATER PARKS AND RECREATION BOARD March 7, 1990 7:00 P.M. City Hall MINUTES ROLL CALL/CALL TO ORDER The March 7, 1990 meeting of the Parks and Recreation Board was called to order by the Chairman, Harry Montgomery, at 7:10 P.M. in the Edgewater City Hall Conference Room. Members present were: Harry Montgomery, Lawrence Lanchoney and Sharon Mooney. Board members Kirk Jones and Jeff Ridgdill were absent. Also present was Jack Corder/Director of Parks and Recreation and Nora Gillespie and Donna Wagner from the newly formed "Big Wheels" Bike Path Committee. APPROVAL OF MINUTES Mrs. Mooney moved to approve the minutes of the February 7, 1990 meeting and Mr. Lanchoney seconded the motion. Motion CARRIED 3- O. NEW BUSINESS Bike Path/New Elementarv School/Roberts Road Mr. Corder introduced Mrs. Gillespie and Mrs. Wagner to the Board and stated they had formed a grass roots coordination program for bike paths for Edgewater. Mrs. Gillespie stated the committee's goal is to raise 50% of ten miles of concrete bike paths within the City. All funds raised would be deposited in the Recreation Department's account earmarked for "Bikepaths/Bikeways. " The Recreation Department would be kept informed of all the committee's activities and the committee is asking for Council's approval of the committee's functions and to waive the fees for peddling and soliciting. She stated they have 16 businesses who want to place donation cans and the Chamber is also working with them and getting order blanks for t-shirts to be sold. Also, they have collected information on possible grant monies for bike path committees. Mr. Montgomery asked if they wanted to pick the spots for the bike paths to be located and Mrs. Gillespie said they would give suggestions and the final decision would be made by City personnel. Mr. Corder said the priority for a bike path on Roberts Road would be most likely, as the State is probably going to be widening Indian River Boulevard in a few years and placing bike paths there, and the County will be taking care of Park Avenue. Mr. Lanchoney noted that some kind of signs should be posted on the areas in the City which are used as bike ways now and the Board agreed. Mrs. Mooney moved to send a recommendation to Council from the Park Board, stating the Bike Path Committee had their full support and for the Council to waive fees for soliciting and peddling for this committee to hold fund-raisers, sell t-shirts, place donation cans, and posters in City businesses. Mr. Lanchoney seconded the motion and it CARRIED 3-0. The Board thanked Mrs. Gillespie and Mrs. Wagner for all of their hard work so far, and hoped this committee will be successful in their efforts to raise money for bike paths in Edgewater. OLD BUSINESS Fund Raising Projects/Gvmnasium The Board discussed possible projects for fund raising and some of the ideas were a concert, a big sports event, block donations, and the upcoming festival. Mr. Jones stated at the previous meeting he would check into this more thoroughly and the Board decided to discuss this further when all were present. o NEW BUSINESS Impact Fee Monthlv Report o The secretary read the impact fee monthly report and there were no questions from the Board. Parks and Recreation Monthlv Report Mr. Corder briefly reviewed his monthly baseball teams this year and signups now. He said Whistle Stop Park ballfields and concession stand should ADJOURNMENT report, noting we have 3~ and tryouts are going on is coming along and the be completed by April 1st.
